Contracts and Controls Manager - Public Works

We’re looking for an experienced leader with a strong background in contract management and operational oversight. This role involves supervising staff, managing budgets, overseeing contracts, driving productivity, and ensuring compliance. You’ll lead recruitment, employee development, and coordinate maintenance schedules while supporting community relations and cross-department collaboration.
The pay starts between $75,233.60 - $83,000.00/ annually (based on experience), and benefits begin within 60 days of hire. Apply today!
About the Position
Administration
+ Manage and ensure compliance for all contracts and agreements in field operations, including processing Field Change Agreements and bid requests.
+ Serve as the administrative agent and hiring authority for the department, coordinating staffing actions and HR processes with supervisors.
+ Oversee budget-related activities, including cost research and expenditure tracking.
+ Coordinate contract renewals and eGenda processing with the Business Administration team.
+ Develop long-range maintenance schedules, evaluates work effectiveness, and adjusts job plans as needed.
Operations
+ Provide leadership and oversight for staff, including setting goals, scheduling work, and coordinating routine maintenance and contractor schedules.
+ Manage field operations activities using computerized scheduling and time management systems.
+ Oversee special programs such as residential mowing exceptions and code compliance.
+ Coordinate material supplies and inventory tracking to support field operations.
+ Implement budgets and staffing plans, participate in audits, and ensure risk mitigation and compliance controls are in place.
Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.
About You:
Minimum Qualifications
+ A Bachelor's Degree from an accredited college or university in in Construction, Business Administration, Finance or highly related field AND four (4) years of performing maintenance/general operations work experience .
+ -OR- Associates degree from an accredited college or university AND six (6) years of performing maintenance/general operations work experience.
+ -OR- Professional related experience may substitute for the required degree on a year-for-year basis.
+ Two (2) years of management experience in related field.
+ Two (2) years of contract management experience.
+ A valid Florida's Driver License at the time of hire.
Preferred Qualifications
+ Knowledge of Procurement Systems, Maximo/Data Splice and GIS Mapping.
+ Knowledge of contract negotiations.
+ Asset Management skills.
Physical Demands: Employees must occasionally lift and/or move up to 50 lbs.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.

Starting Pay Range: $75,233.60 - $83,000.00/ annually , based on experience
