    Summary You will serve as Principal Technical Manager, Digital Networks and Applications Department Head - Senior Scientific Technical Manager (SSTM) for the Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group, of NAVAIRWARCENAC DIV. Responsibilities You will serve as a consultant, who furnishes highly advanced and/or unprecedented scientific and/or technical guidance and recommendations to top-level administrative and technical management officials. You will perform and/or manages research and development in the physical, biological, medical, or engineering sciences, or another field closely related to the NAWC’s mission. You will carry out technical supervisory responsibilities involving technical planning and oversight of work. You will report to Senior Executive Service or SES equivalent-level manager. You will provide independent and authoritative technical advice on advanced complex state-of the-art technical issues, projects, or programs to other experts and senior leaders within Navy, DoD or other Federal agencies. You will serve as an authoritative technical advisor in a rapidly evolving complex field with extensive impact on Navy operations. Requirements Conditions of Employment Qualifications The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Demonstrated ability to provide leadership to develop, influence and implement enterprise IT solutions as required at all different security levels that will integrate with key programmatic, DON, and DoD policies and goals and lead change in areas where needed. 2. Demonstrates the ability to recruit, retain, and lead a large personnel team to ensure NAWCAD Digital Networks and Applications capabilities can execute with a sound technical basis with proper controls and management of readiness risk. 3. Subject Matter Expert (SME) in advanced methods for development and implementation of enterprise IT solutions as required at all security classification levels as well as development of the most advanced digital networking and application capabilities availability to the Command. Demonstrated ability to deliver outcomes while maintaining needed relationships. 4. Determines resource requirements and tasks execution of resources to enable successful outcomes for advanced implementation of enterprise IT solutions as required at all different security levels to meet customer demands across the Command. 5. Ability to negotiate and deliver complex solutions for enterprise IT resources, networks, and applications with stakeholders with emphasis on cost, schedule, and performance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 08XX Professional Engineering Series: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) For 1550 Computer Science Series: A degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable. Additional Information Senior Scientific Technical Manager (SSTM) positions are positions which exceed the NM-05 (GS-15 equivalent). SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. SSTM positions are in the competitive service. This position is not covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
