Summary ORGANIZATIONAL LOCATION: Department of Health & Health Human Services (HHS), Indian Health Service (IHS), Southwest Region, Phoenix Area, Medical Services Division/Dental Department, Fort Yuma Service Unit. Position is located in Winterhaven, California. This position is supervised by the Supervisory Dentist (Chief). Primary responsibility of position is to provide preventive, rehabilitative and community services to American Indians. Responsibilities Major Duties: Plans and conducts comprehensive, in-depth dental inspections of patients, family members and establishes and schedules for initial dental examination. Schedules thorough prophylactics to include the use of prophylactic paste containing an anticariogenic agent and topical application of anti-cariogenic solutions and records findings to serve as a functional outline for subsequent dental procedures. Develops a continuing education plan and schedules in-service training of health center staff and patients for dental hygienists and dental therapy assistants including providing patient education, training of dental hygienist/therapy assistants, oral health maintenance planning, and serving as advisor on the planning and conducting of dental health instructional and training programs related to the preventive dentistry program. Functions as the resource person in dental public health for the Dental Director, health center staff, local school personnel, members of the dental and medical staff, and provides programs including care of the mouth, proper use of the toothbrush and other dental examination and regular professional care. Periodically develops and conducts oral health conferences workshops, training seminars, and lectures including demonstration, discussions, and quizzes for all beneficiaries, individuals, families, and groups. **This position is being announced concurrently under Excepted Service Examining Plan/Merit Promotion Plan (ESEP/MPP) procedures. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. Individual Occupational Requirements BASIC REQUIREMENT(S): Licensure: Applicants for all grade levels and specializations must be currently licensed to practice as dental hygienists in a State or territory of the United States or the District of Columbia. NOTE: Public Law 97-35 requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75. Essentially, they must (l) have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the Department of Education, and (2) be certified as radiographers in their field. The following meet these requirements: Persons employed by the Federal Government as radiologic personnel prior to the effective date of the regulation (January 13, 1986) who show evidence of current or fully satisfactory performance or certification of such from a licensed practitioner such as a Doctor of Medicine, osteopathy, dentistry, podiatry, or chiropractic who prescribes radiologic procedures to others. Persons first employed by the Federal Government as radiologic personnel after the effective date of the regulation who (a) received training from institutions in a State or foreign jurisdiction that did not accredit training in that particular field at the time of graduation, or (b) practiced in a State or foreign jurisdiction that did not license that particular field or did not allow special eligibility to take a licensure examination for those who did not graduate from an accredited educational program, provided that such persons show evidence of training, experience, and competence as determined by OPM or the employing agency. In addition to the Basic Requirements, you must also meet the requirements stated below. GS-8: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Assist with oral healthcare and risk assessments that include reviewing of patients health history; help perform an extraoral and intraoral examination and oral cancer screening, complete comprehensive dental and periodontal charting under instruction as needed, which details description and evaluation of the gingiva and periodontium. Provide patient education for oral health and disease prevention. GS-9: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Preparing and conducting educational lectures and demonstrations on dental hygiene, planning public health programs, providing advice and policy guidance to dental personnel on public health matters, and recommending improved methods of dental hygiene; Plan and conduct comprehensive, provides preventive, rehabilitative and community dental services to include: establish and schedule initial dental examinations, counsels patients and families on oral health status, and conduct in-depth dental inspections of patients. OR Education: 2 year of progressively higher level graduate education or Master's or equivalent degree in dental hygiene or a directly related field of study. The academic curriculum in dental hygiene must have been accredited by the Commission on Dental Accreditation, American Dental Association. Must provide transcripts. OR Equivalent combinations of education and experience are qualifying. Only graduate level education in excess of the amount required for the GS-9 grade level (2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree related to Dental Hygiene) may be combined with experience. Computing Education and Experience: When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. I have a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. Must provide transcripts. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit.
