    Summary This position is located in the Office of the Assistant Secretary of Defense for Readiness (OASD(R)), within the Office of the Under Secretary of Defense (Personnel and Readiness) (OUSD(P&R)) with direction from the Assistant Secretary of Defense for Readiness (ASD(R)) and Principal Deputy Assistant Secretary of Defense for Readiness (PDASD(R)). Responsibilities The Senior Advisor provides expertise and insight to the ASD(R) and PDASD(R) by assisting with the efforts to improve and enhance overall Readiness planning and coordination. This role involves assisting subordinate activities through the direction and control of the ASD(R) in the following areas: Force Readiness, Force Education and Training, and Force Safety and Occupational Health. Major duties and responsibilities include, but are not limited to: Supporting development of readiness assessments and tools, formulation and implementation of readiness policy, planning and execution of readiness resourcing, and cross-functional integration. Assists the ASD(R) and PDASD(R) with plans and guidance related to the readiness of the Total Force, which encompasses Active and Reserve Components, Department of Defense Civilians, and Contractors supporting the Department of Defense. Assists the PDASD(R) in supporting the effectiveness of ongoing programs, maintaining high performance and customer satisfaction. Collaborates with the PDASD(R) in preparing, presenting, and justifying readiness aspects of Department of Defense programs and budgets. Offers insight and assists the PDASD(R) with developing military training across the spectrum of an individual's and unit's learning continuum. Requirements Conditions of Employment You must be a U.S. citizen to qualify for this position. Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration). You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI). The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978. May be required to successfully complete a probationary/trial period. The incumbent must be able to travel throughout the United States, with occasional overseas travel. Qualifications To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Demonstrated expertise in applying knowledge of statutes, policies and issuances that govern or otherwise affect financial management activities to include an extensive understanding and broad experience base with the Department's Planning, Programming, Budgeting System (PPBE) processes. Demonstrated working knowledge of the Defense Business Systems on Internal Control over Financial Reporting PPBE systems. 2. Demonstrated analytical experience in the assessment of force readiness, training, military education, and safety and occupational health issues, as well as knowledge of the operation, mission and management concepts and procedures of DoD components to include the Reserve Component. 3. High acumen in the ability to synthesize and analyze broad, complex policy, strategy, program or procedural issues utilizing identified metrics with a view toward identifying implications in relation to functional areas and DoD readiness in general, and applying knowledge of policies and procedures to achieve improved outcomes. Time in grade is not required for Senior Level (SL) position.
