    This position will be responsible for classification related to FDOT’s workforce.

    Your Specific Responsibilities:

    Reviews and analyzes personnel actions requesting reorganization, position reclassification, add/delete, transfer or update action for respective districts and functional areas within the Department. Independently determines the proper classification and transaction based on analysis of the current and submitted documents. Notifies the Classification and Recruitment Supervisor of those actions that have discrepancies or are improperly classified, making recommendations as to the proper resolution. Independently performs job audits to determine the proper classification of positions. Inputs information from approved position descriptions into the People First System. Verifies and ensures accuracy of data and makes corrections as necessary. Establishes and abolishes positions as requested. Maintains, updates and creates organizational charts as needed.

     

    Provides technical assistance and guidance on applicable State Personnel Statues and Rules. Provides guidance and technical assistance to districts and Central Office Personnel on Classification and Pay. Manage and update the Position Description Processing System (PDPS) and the FDOT Classification & Pay System (FCAPS). Adds and removes users to the PDPS system. Adds, removes, and updates position descriptions and minimum qualifications in FCAPS. Updates the CSV. files. Provides technical assistance and contact support when needed with DocuSign.

     

    Prepares material and justification to substantiate requests for position exemptions submitted to the Department of Management Services (DMS). Monitors such requests to determine their progress and ensure that requests are either approved or disapproved in an acceptable timeframe. Provides supporting documentation as required. Coordinates the effective date of personnel actions with DMS, originating offices, Districts, and Central Office Payroll.

     

    Assists with special projects as assigned by management, such as: conducts pay surveys, develops or revises forms (examples: Position Description, etc.). Conducts legislative bill analysis and researches and analyzes Florida Statutes and applicable Rules. Prepares correspondence. Assists in the development and maintenance of related Department policies and procedures. Evaluates current processes and procedures and provides feedback for streamline and improvement. Keeps desk processes/training material up to date. Provides training as needed or requested. Prepare and/or update the Schedule X organizational charts each fiscal year.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + Using word processing, spreadsheet and report writing software, including Microsoft Word, Excel, Access.

    + State of Florida Personnel Statutes and Rules and ability to interpret, apply and communicate applicable Statutes, Rules, regulations, policies and procedures.

    + State Classification system and the People First system, specifically the Organizational Management Module.

    Skills in:

    + Performing research, including knowledge of the methods of data collection and analysis.

    + Strong writing and oral communications skills.

    Ability to:

    + Analyze and recommend effective processes and procedures for Classification and Pay.

    + Plan, organize and coordinate work assignments, as well as projects and activities, with strong attention to detail.

    + Analyze classification and pay data, identify problems and develop recommendations for resolution.

    + Work independently.

    + Work well with others.

    + Communicate effectively both verbally and in writing.

    + Present information to large audiences.

    + Successfully manage multiple projects at the same time.

    Other Job-Related Requirements:

    + A level 1 background investigation is required. Occasional overnight travel may be required.
