    Statewide Data Interoperability Analyst

    Position Overview and Responsibilities:

    The Statewide Data Interoperability Analyst plays a vital role in implementing and sustaining a resilient, secure, and strategic data-sharing framework across Florida’s state agencies. This position supports the development and optimization of interoperability services and data integration efforts that align with the state’s enterprise data strategy and directly support citizen-driven outcomes for the state.

     

    The ideal candidate possesses deep knowledge of API-driven services (REST, SOAP, JSON/XML), data classification and cataloging standards, and cross-agency collaboration practices. This role requires both technical expertise and strategic thinking to identify and integrate key data sources, enhance data accessibility, and ensure high-quality, authoritative information is available for decision-making and innovation.

    Key Responsibilities:

    • Lead and support efforts to establish and maintain interoperable data services between state agencies using modern APIs, service endpoints, data hubs/portals, and secure integration platforms.

    • Evaluate, design, and monitor data-sharing interfaces (REST APIs, SOAP, etc.) to ensure scalability, reliability, and alignment with security and privacy standards.

    • Collaborate with agency stakeholders to define and refine interoperability goals, facilitate onboarding to shared data services, and promote best practices in data architecture and exchange.

    • Assess data sources for accuracy, authority, completeness, and strategic value; recommend their integration into statewide platforms or services.

    • Identify key data gaps or high-value datasets that support strategic planning, program delivery, and resident-centered outcomes.

    • Maintain and enhance data catalogs and metadata repositories to promote data discoverability and standardization across agencies.

    • Support the development of data classification, access control, and governance frameworks to ensure responsible and ethical data use.

    • Develop dashboards, reports, and documentation to communicate data availability, interoperability progress, and usage metrics to leadership and agency partners.

    • Participate in statewide data governance initiatives, working groups, and technical advisory teams.

    Minimum Qualifications:

    • Bachelor’s degree in Data Science, Computer Science, Information Systems, or a related field; or equivalent work experience.

    • 3–5 years of experience in data integration, data analysis, or information systems, preferably in the public sector.

    • Experience in developing data models, entity relationship diagrams, and SQL-based queries.

    • Practical experience with APIs (REST/SOAP), JSON/XML data formats, and web service orchestration.

    • Familiarity with data cataloging tools, metadata standards, and data governance principles.

    • Understanding of data classifications (e.g., public, confidential, restricted) and handling practices.

    • Experience working with enterprise data hubs, portals, or interoperability platforms.

    • Proven ability to communicate and collaborate with both technical and non-technical stakeholders.

    • Strong analytical, documentation, and problem-solving skills.

    Preferred Qualifications:

    • Experience working in a state, local, or federal government data environment.

    • Familiarity with tools such as Azure Data Share, Informatica, Talend, MuleSoft, or similar platforms.

    • Knowledge of Florida’s data privacy laws, open data practices, and digital government strategies.

    • Certification in data architecture, data management, or related fields (e.g., CDMP, TOGAF, DGSP).
