Summary Per 5 CFR 335.103(c)(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to (or higher than) an ND-5 (GS-14/15 equivalent) on a permanent basis in the competitive service. You will serve as the Manager of the Chief Engineering Office (Code 15E) within the Sensors & SONAR System Department of the Naval Undersea Warfare Center Division Newport. Responsibilities You will be responsible for the administrative and technical supervision of the Code 15 Department Chief Engineers and the Department Chief Systems Analyst. You will evaluate staff personnel; approve leave; recommend discipline, awards, promotions and other personnel actions; resolve employee complaints; and hear serious problems including those where disciplinary action is proposed. You will serve in an essential role in furthering Equal Employment Opportunity (EEO) and Affirmative Action Program (AAP) goals and objectives. You will mentor and provide career guidance to a diverse pool of employees. You will work closely with other supervisors and managers to ensure Department compliance with Navy systems engineering policies, NUWCDIVNPT Engineering Instructions and the Department Quality Assurance Manual. You will update and maintain the Department's Quality Assurance Manual to ensure adherence with NUWCDIVNPT Systems Engineering Instruction 5000.7. You will ensure that the Department maintains a whole-system perspective to meeting mission needs and ensures that systems analysis, engineering, and integration activities result in technically acceptable system solutions. You will maintain expert knowledge of systems modeling and analysis, systems engineering requirements and process, and risk management methods. You will manage the risk management process for all projects within the Department and ensure detailed risk mitigation plans are in place to maximize the potential for meeting program objectives and to ensure timely reporting the senior Navy leaders. You will called upon to lead the resolution of significant technical problems as a "red team" leader. You will apply sound Engineering principles, systems engineering processes and risk management to the development of technical system solutions as they relate to Sensor and SONAR Systems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer applying a wide range of systems engineering principles to design or develop undersea warfare systems. Examples of qualifying experience may include (1) managing and leading a across a large organization and establishing, implementing and measuring performance of policies, instructions, and agreements to ensure that engineering policy is consistently implemented and executed; (2) knowledge of DoD/DoN USW systems, systems engineering requirements and process, systems modeling and analysis, acquisition engineering requirements and process, and risk management methods; (3) ability to lead the resolution of significant technical problems as a "red team" leader; (4) ability to manage complex projects and programs in conjunction with the regulations of a Navy Working Capital Fund, which includes establishing technical objectives and plans, schedules, funding and staffing requirements, facility needs and administrative requirements for the various phases of development and lifecycle sustainment; (5) ability to communicate effectively orally and in writing; (6) ability to develop and maintain professional relationships internal and external to NUWC at senior levels; (7) ability to manage and lead a diverse group of engineers and scientists in a manner that fosters teamwork within and outside of the division, which includes the ability to manage people and conflicts, administer NUWC, NAVSEA and Navy policies that pertain to human resources, financial management, facilities, planning, value management, business development, employee training and development, and develop/improve effective processes. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.org OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
