Summary You will serve as a Head of the Ocean Interfaces Division (Code 452) OR Head of the Unmanned Undersea Systems Division (Code 453) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will serve as either the Head of the Ocean Interfaces Division OR the Head of the Unmanned Undersea Systems Division. You will be responsible for: overall management, technical and administrative oversight and direction of the division’s assigned tasking, financial resources and personnel. You will be responsible for comprehensive planning, new business development, scheduling, and management of tasking assigned to the division. You will serve as a high-level liaison with and serve in an advisory capacity to other U.S. Navy systems commands, Fleet commands and other Naval activities private industry, university and research centers, and foreign navy organizations. You will evaluate subordinate supervisors and staff personnel, approve leave; recommend discipline, awards, promotions and other personnel actions. You will shape the workforce for future demands, bring about change with minimal impact to workforce morale and productivity, and confront and resolve personnel problems as they arise. You will manage and lead a diverse group of engineers and scientists in a manner that fosters teamwork within and outside of the division. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a General Engineer (0801-series), an Oceanographer (1360-series), a Mathematician (1520-series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: 0801- Professional General Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. 1360-Oceanography Series: A degree with major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences; or a combination of education and experience - coursework as shown above plus appropriate experience or additional education. 1550-Computer Science Series: A bachelor's or higher degree in computer science; or a bachelor's or higher degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus. 1520-Professional Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics. OR A combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.
