    Job Description

    The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

     

    HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

     

    Under the executive direction of the Executive Director of the Bureau of Space and Design, and with wide latitude for independent judgment and initiative, the Director of the Division of Space Management (DSM) oversees all technical and operational functions of the Division. The Director coordinates large scale spatial initiatives and implements space management policies driven by agency needs and resources. This includes assisting in the creation of high-level policies regarding space usage, the coordination of large-scale spatial initiatives, and the implementation of integrated systems that govern real estate asset management and space utilization. The Director leads a profession team responsible for creating and maintaining building drawings, and spatial layouts of the entire HRA facilities portfolio using Archibus, which is a space and inventory management software that was recently acquired.

    General Support Services (GSS) Office of Contracts and Budget Management (OCBM) is recruiting for one (1) Administrative Architect M-II to function as the Director, Division of Space Management who will:

    - Direct and oversee a team of Space Analysts engaged in the creation, implementation, and maintenance of a computerized space management system. Assess program space requests vis a vis overall agency needs. Oversee the evaluation, layout, and reconfiguration of office and operational spaces, maximizing efficiency, ADA compliance, and alignment with programmatic and capital planning goals. Oversee quality assurance standards for DSM space records and drawings, including square footage validation, classification accuracy, and automated auditing linked to Archibus.

     

    - Direct the development, plotting, and real-time updating of spatial data in Archibus; ensure accurate execution and synchronization of Moves, Adds, and Changes (MAC) with DSM records and digital plans. Manage and publish enterprise-level CAD and Revit models to web-based platforms; optimize visualization and stakeholder access through web viewers and dashboards Establish and enforce agency-wide policies and quality control protocols for CAD and BIM production, spatial data governance, polylining accuracy, and DSM integration standards.

     

    - Maintain liaison with external agencies, real estate partners, contractors, and consultants, facilitating interagency coordination and ensuring alignment with legal, regulatory, and operational standards. Collaborate with senior agency executives to develop dashboards, Key Program Indicators, and advanced reporting tools to track and communicate space management metrics.

     

    - Coordinate and oversee citywide moves, renovations, and relocations; ensure performance monitoring of vendors and timely completion of deliverables. Evaluate and direct the development of construction scopes, furniture deployment standards, and renovation proposals, ensuring alignment with cost estimates, project schedules, and fiscal constraints. Develop and implement internal policy standards for sustainability, ADA compliance, and ergonomic design in City facilities.

     

    - Lead research and spatial data analysis efforts using Archibus and GIS platforms to assess trends, forecast needs, and inform long-term facility strategy. Manage enterprise system integrations (e.g., HR, payroll, work orders) to maintain data consistency and interoperability across city platforms.

    Qualifications

    A valid New York State Registration as an Architect is required. In addition, candidates must have six ( 6 ) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
