Description
Under the leadership of the Program Executive Director, the
Family and Community Engagement Manager & Disability Manager has responsibilities
for family services, disability services, parent and community engagement, and
governance for the Head Start and Early Head Start program. This includes
planning and implementing services for families and community engagement. This
position also has technical and administrative supervision over assigned staff.
The person must organize and support a program that provides high-quality
health, oral health, mental health and nutrition services that are
developmentally, culturally and linguistically appropriate and that will
support each child's growth and school readiness.

Salary Range: $83,800 - $179,400 Annually
Qualifications
Required:
+ Minimum of a bachelor's degree in health-related degree or child development, or human development, or education field, or a related field such as Psychology, Social Work, or Sociology and/or equivalent experience and/or training.
+ Mandatory CPR, Basic First Aid Certificate.
+ Family Development Credential or obtain within 6 months.
+ Three years of supervisory and/or management experience in EHS or related programs. Experience and knowledge in supervision techniques (e.g., reflective supervision).
+ Fingerprint screening, Criminal Record, Sex Offender Registry Clearance, and Child Abuse Index Clearance
+ Must meet state health requirements that include passing a physical examination as a condition of employment, providing verification of COVID-19 vaccine, TB Clearance, and being up-to-date with immunization
+ Per funding agency requirements, all Early Head Start staff must complete background checks at least every five years that includes, sex offender registry check, State or FBI criminal history check, including fingerprint check, child abuse. and neglect state registry check if available in the state of California.
+ Knowledge of HSPPS, Head Start Act and other state and local regulations as it relates to Early Childhood Education
+ Fluency and proficiency in English. Excellent written and oral communication skills, detail-oriented
+ Sound organizational and time management skills to manage high and varied activity levels.
+ Proficient in Microsoft Office, including Excel.
+ Works collaboratively as a team player with staff, clients (children and parents), and other professionals in the program/agency.
+ Effectively and successfully interact with multi-lingual individuals and families from diverse socio-economic and cultural backgrounds with an equity lens.
+ Completion and submission of required personnel forms before employment.
+ Ability to communicate effectively with families, Early Head Start staff, community resource agencies, consultants and volunteers to support families in locating and accessing appropriate community services as needed.
+ Ability to provide education and training opportunities and promote positive relationship building for all enrolled pregnant women, families, and their infants and toddlers.
Preferred:
+ Master's degree in child development or related field such as human development, psychology, education, family studies, early childhood education or another related field.
+ Bilingual in English and Spanish
+ A Child Development Site Supervisor Permit or a Child Development Program Director Permit issued by the California Commission on Teacher Credentialing.
+ Knowledge of Childplus.net
+ Knowledge of program philosophy, goals, principles, objectives, and requirements; Early Head Start policies and procedures; understanding of child development principles with an emphasis on infant/toddler developmental stages and nurturing concepts; prenatal development and appropriate health care during pregnancy; family dynamics, cultural beliefs; advocacy and intervention concepts; crisis management, community resources and referral; processes and functions of social service agencies.
