    Summary:

    The Director of Patient Care Services is accountable for the quality and efficiency of patient care services provided, the management of allocated resources, and effective planning, evaluation and administrative problem solving within assigned areas of responsibility. Assumes a key leadership role in patient care delivery system development and operations across clinical enterprise, collaborating effectively with physicians and other members of the health care team. Jointly accountable with healthcare leaders throughout the UTMB enterprise for achieving the UTMB mission. Represents UTMB within regional, state and national healthcare communities.

     

    **Scope:** The Director, Patient Care Services has strategic and executive responsibilities for multiple clinical operations. Organizationally, the Director, Patient Care Services is accountable to the Chief Nurse Executive (CNE) for assuring effective use of allocated resources in achieving institutional mission, goals, core values and strategic initiatives. The Director, Patient Care Services is charged with structuring and directing operational areas to assure effective service delivery and desired patient outcomes.

    Responsibilities:

    Planning and Evaluation:

    + Under the direction and in collaboration with the ACNO, develops strategic plans for patient care services, specifically for assigned areas of responsibility.

    + Develops and implements an annual operational plan for assigned area(s) of responsibility, based on short and long range strategic plans, and institutional and departmental goals/objectives.

    + Evaluates and documents goal achievements, problems and recommendations.

    + Is accountable for ensuring that assigned managers’ performance patterns are consistent with service-wide philosophy and objectives related to patient care, staffing, performance standards, policies and procedures, accreditation and regulatory compliance.

    + Plan for renovation, relocation, and other activities related to physical facilities, especially in areas that effect patient care delivery.

    Clinical Operations:

    + Improves work processes and systems to facilitate excellent patient care outcomes and patient, staff and physician satisfaction.

    + Oversees patient flow in patient care and support areas.

    + Leads by example implementing management techniques and practices that create an environment that attracts and retains nursing staff.

    + Enhances operational effectiveness, emphasizing cost containment without jeopardizing patient care priorities, improvement, innovation or quality of care.

    + Monitors and directs clinical activities to ensure cost-effective and high-quality health care for patients.

    + Works with service-wide leadership to interpret policies, and operational procedures, resolving problems related to staffing, and utilization of facilities, equipment and supplies, as required.

    + Facilitates shared governance throughout Nursing Service.

    + Represents UTMB in its relationships with other health organizations, professional organizations, government and accrediting agencies.

    + Resolves any patient care and/or administrative problems and keeps lines of communication open with directors, managers, and staff to ensure high employee morale and a professional, safe patient care environment.

    + Facilitates communication and ensures proper flow of information.

    + Promotes evidence-based practice, clinical effectiveness, and nursing research.

    + Collaborates across the system with like departments to share personnel as needed along with best practices and processes.

    Quality Management:

    + Interacts with appropriate institutional personnel to ensure compliance with standards and regulations.

    + Monitors patient care operations, and related programs, initiating appropriate changes, where necessary.

    + Responsible for nursing policy and practices, assuring their consistency with requirements specified by the Texas Nurse Practice Act and other legal and regulatory agencies.

    + As appropriate, may be responsible for assuring compliance with policies, practices, and competencies of other healthcare professionals for whom the Senior Director has administrative oversight.

    + In collaboration with the Department of Quality Management, supports quality related programs, including but not limited to the nursing aspects of the National Patient Safety Goals, Joint Commission requirements for nursing/nurses, and the nursing aspects for specialty quality standards (e.g. critical care, disease management, etc.).

    + Collaborates with ACNOs to promote patient satisfaction and nurse satisfaction.

    Financial Management:

    + Works closely with the ACNO to project and prepare annual operating budgets.

    + Monitors financial and statistical performance against budgeted targets.

    + Provides direction for department managers, facilitating the development of plans to enhance revenue production while decreasing cost and inefficiencies.

    + Analyzes departmental productivity to ensure operation within the financial budgetary constraints while assuring strategic goals are achieved.

    Human Resource Management:

    + Oversees human resource management within area(s) of responsibility.

    + Mentors staff and objectively evaluates and documents performance, taking corrective action as appropriate.

    + Assures the completion of employee performance evaluations according to established timelines.

    + Achieves performance outcomes through engagement of the nursing staff.

    + Encourages and supports staff development.

    + Maintains professional affiliations and enhances professional development to keep current in the latest healthcare trends and developments.

    Marginal or Periodic Functions:

    + Coordinates special projects and participates on interdisciplinary committees and task forces as assigned.

    + Identifies appropriate internal controls for department; provides mechanisms to monitor and enforce compliance.

    Minimum Qualifications:

    + Master’s degree in Nursing or related field plus five (5) years progressive nursing supervisory experience.

    + Possession of a Texas Registered Nursing License.

    + Certification in nursing administration or nursing specialty.

    Knowledge, Skills & Abilities:

    Ability to:

    + Assume responsibility and exercise authority over departmental management and staff;

    + Manage change and direct the problem-solving process;

    + Establish and maintain quality control standards;

    + Organize and integrate organizational priorities and deadlines;

    + Analyze and prepare comprehensive reports; and

    + Communicate and collaborate with staff, regulatory agencies and government officials, and the public.

    Skill in:

    + Exercising a high degree of initiative, judgment, discretion and decision-making to achieve institutional and departmental missions;

    + Analyzing situations accurately and taking effective action;

    + Establishing and maintaining effective working relationships with all levels of institutional personnel including: directors, managers, physicians, employees, patients, and the public;

    + Organizing work, delegating and achieving goals and objectives; and

    + Exercising judgment and discretion in developing, applying, interpreting and coordinating departmental policies and procedures.

    Knowledge of:

    + Principles and practices of health planning and management, sufficient to direct and oversee nursing operations;

    + Purposes, organization, and policies of the institution and department, sufficient to interact with health care providers and personnel;

    + UTMB nursing policies and procedures, sufficient to direct its operations and to provide quality, effective patient care;

    + Principles and practices of employee development, sufficient to ensure organizational productivity.
