Summary The Diagnostic Radiologic Technologist (DRT) Picture Archiving and Communication System (PACS) Technologist position is located in the Radiology Service at the Chillicothe VA Medical Center. The DRT (PACS Technologist) is responsible for assisting Region 3 Office of Information & Technology (OI&T) staff with implementing and maintaining the VISTA Imaging (PACS) at VAMC Chillicothe. Responsibilities Total Rewards of a Allied Health Professional Duties and responsibilities include but are not limited to: Responsible for the implementing and maintaining the Philips Intellispace Picture Archiving and Communication System (PACS). Maintains specialized databases, archives and equipment and participates in the planning of imaging system computer equipment upgrades. Assists in the coordination and management of the Imaging System Network. Provides ongoing consultation and advice to professional staff on complex and substantive issues having to do with the interface between various components, assisting physicians and other employees in the development and execution of research, protocols and maintaining the records as necessary to validate the research project or funding grant. Prepares project evaluations, administrative and statistical reports for review by the Supervisor and Service Chief. Assists in determining training needs; plans training formats; develops training aids and provides training to medical care personnel in the use of application software to achieve the goals of better patient care through integration of the Imaging System Network in the patient care system. Performs CT/DRT examinations to assist technologists. Assists in the coordination of the repair of CT/XR equipment. Independently performs all Radiography and Computed Tomography protocols with and without the use of contrast materials. Responsible to explain exams to patients so that patients understand what is to be done as well as what hazards, if any, are possible. Sets up VISTA files, parameters, menus and clinical references for users; troubleshoots complex program irregularities and determines appropriate action for correction. Work Schedule: Monday through Friday, 7:30a.m. to 4:00p.m.; Weekends and holidays may be required. Recruitment Incentive (Sign-on Bonus): Not Authorized. Permanent Change of Station (Relocation Assistance): Not Authorized. Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Telework: Not Available. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education Requirement: You must have completed a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Certification: You must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for computed tomography (CT). Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements, the following criteria must be used when determining the appropriate grade and assignment of candidates. Diagnostic Radiologic Technologist - PACS Technologist GS-11: Experience: At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a PACS technologist. To be creditable, experience must have demonstrated possession of the knowledge, skills, abilities, and other characteristics (also referred to as clinical competencies) associated with current radiologic technology practice. And, Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of contingency plans during equipment downtimes. Ability to act as liaison for Radiology with biomedical engineering and OI&T. Ability to develop methods and programs to evaluate, monitor, and maintain digital imaging and voice recognition systems. Ability to lead a team of multidisciplinary members in accomplishing strategic planning and integration of PACS and network elements. Ability to perform complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links, AE titles, individual and user group creation and access management, etc. Knowledge of VA and other national guidelines pertaining to PACS network, VistA imaging, and database security. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation. The actual grade at which an applicant may be selected for this vacancy is the GS-11. Physical Requirements: The work involves normal to long periods of standing, walking, crouching. There is some bending and carrying of moderately heavy articles. The employee must occasionally lift and/or move up to 50lbs. Patient mental status and physical habitus will require the incumbent to be able to assist patients during transfer that is required of examinations. Specific vision abilities required by this job function include but not limited to are close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. There will be above average use of computer equipment, with such equipment as mouse, keyboard, and monitor which involves long periods of sitting.
