Duties Description The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of Physical Plant Maintenance, Capital Services, Safety and Security, Fire Safety, and Emergency Management. Under the direction of the Director of Capital Services, the incumbent will manage and direct the development, implementation, and oversight of capital construction activities related to HVAC, plumbing, electrical, environmental, and other engineering work for the agency in the assigned district(s). Duties include, but are not limited to the following: · Manage fire safety upgrades to residential buildings for compliance with NFPA 101 Health Care and Board and care occupancies, which include fire alarm and fire protection system installations as well as code related heating and ventilating requirements.· Review and approve project design documents prepared by other design professionals for compliance with applicable building codes and for good design practice and meeting specific OPWDD requirements.· Provide administrative management oversight of capital construction projects. · Serve as a NYS Certified Code Enforcement Official for the Agency. Training provided.· Conduct field visits and inspections, as required to investigate code compliance, complaints or emergency conditions and provide on-site technical advice.· Responsible for occasional work in the New York State Emergency Operations Center in Albany during a natural disaster will be expected, which may include modified working hours as needed. This position requires occasional travel throughout the State of New York to provide technical support to other Office of Property Supports and Emergency Services bureaus and as needed for capital construction project oversight. Travel may fluctuate seasonally, and the majority of travel will be during, but not necessarily limited to the typical construction season. Appointees to these positions are required to have a driver's license valid in New York State to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job. Minimum Qualifications Promotion: New York State Professional Engineers license and current registration, and one year of service as an Assistant Engineer (Mechanical).Open Competitive: A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Aerospace Engineering, Architectural Engineering, Architectural Engineering Technology, Building Engineering, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Fire Protection Engineering, Mechanical Engineering, Mechanical Engineering Technology, Nuclear Engineering, Nuclear Engineering Technology, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time experience in mechanical engineering.
Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.• Please note that starting salary for this title reflects the geographic pay differential. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 24 ($91,298) and Geographic Differential ($7,000). The Geographic Differential is added to the job rate of ($115,252) • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.• Preference will be given to OPWDD employees impacted by closures.
