Description
This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates.
Applicants for open positions at the Detroit Water and Sewerage Department must be authorized to work for ANY employer in the U.S. The Detroit Water and Sewerage Department is unable to sponsor or take over sponsorship of an employment Visa at this time.
Examples of Duties
SUMMARY:
The Fraud Investigator performs complex investigative tasks relating to the fraud, waste or abuse committed against the Detroit Water and Sewerage Department (DWSD).
ESSENTIAL JOB FUNCTIONS:
Conduct objective, fair, thorough, unbiased and timely investigations into allegations of fraud, waste or abuse, committed by/against DWSD. Review and research evidence/documents to analyze the overall fact pattern of claim and synthesize data into a professional report with recommendations. Prepare and coordinate field assignments to obtain relevant evidence and information. Coordinate with local law enforcement agencies and county prosecuting attorneys to provide investigative strategies, evidence and information to successfully identify and prosecute criminal acts against DWSD. Manage and prioritize a large and varied case load effectively and efficiently to achieve positive results. Prepare prosecution packages and restitution proposals.

Support any and all DWSD departments, especially legal, human resources and administration, with investigate expertise.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
+ Federal, State and local criminal laws, statutes and ordinances
+ Effective investigative strategies and resources
+ The Criminal Justice process in Wayne County and the State of Michigan
+ Rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence.
+ Pertinent statutes, regulations, policies, and guidelines
+ Criminal Procedures on the conduct of criminal investigations.
+ Constitutional rights, search and seizure, and related issues in the conduct of investigations.
+ Interviewing of witnesses, victims, and suspects.
+ Criminal investigative techniques such as surveillance, use of technology, and crime scene searches and documentation.
+ Laws of Evidence required to prove a crime was committed.
+ The jurisdiction of various agencies.

ABILITY TO:

+ Advise leadership on ways to improve fraud detection
+ Obtain and serve subpoenas
+ Create and maintain logs, records, or databases of information about fraudulent activity
+ Analyze financial data to detect irregularities in areas such as billing trends, financial relationships, and regulatory compliance procedures
+ Recommend actions in fraud cases
+ Design, implement, or maintain fraud detection tools or procedures
+ Work independently with minimum supervision
+ Research or evaluate new technologies for use in fraud detection systems
REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)
+ Associates Degree in criminal justice or law enforcement administration or a minimum of 10 years prior public law enforcement experience that must include an assignment to a criminal investigative entity
+ Must possess a Concealed Pistol License

Environmental Working Requirements:
This position requires the ability to work in all conditions involving exposure to outside elements and seasonal weather, water and sewerage treatment facilities, office environment, plant or field environment, exposure to computer screens, plant noise and air quality. DWSD is a twenty-four (24) hour operation, 365 days of the year.

Valid Michigan Driver’s License. Practice strict confidentiality at all levels internal and external to the DWSD organization as a result of their position and duties; promote proper work ethics relating to general appearance, punctuality, attendance, productivity, good order and discipline. Ability to work irregular hours; to commute to DWSD facilities and work sites; and respond to after hour emergencies and on-call responses.

City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
