Hiring Range: $30.54 - $47.33 per hr.
Hours: 8:30 AM to 5:00 PM/M-F This is a temporary full time position that has a 1 year expected end date.
The City of Durham’s Cultural & Public Art Program is seeking a Cultural & Public Art Analyst. The Analyst will be responsible for assisting in the development and implementation of capital public art projects and public/private partnership development, and community engagement for these civic infrastructure activities from inception to completion, including permanent, temporary and creative placemaking projects and programs.
The position is devoted to providing outreach, community engagement, program support, administration and management, investigations and related services not found in other job families to facilitate positive delivery of community services. Incumbents perform fully-proficient journey-level program administration that requires independent evaluation and analysis of issues and the exercise of judgment, education and experience to select and apply criteria to resolve problems and make recommendations. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. As assigned, work may include administering programs, budgets and funding; conducting outreach, education and training workshops; investigating complaints; collaborating with stakeholders and community organizations; managing projects and contracts; researching and compiling statistics and information; preparing reports; preparing request for proposals; and facilitating partnerships. Incumbents assigned to community engagement/relations, oversee community outreach, education, and initiatives that foster engagement and inclusion for the program’s targeted community/audience. Incumbents assigned to general services public art and cultural arts program, administers the program, provides project management for the City’s program, serves as staff liaison and support to the Cultural Advisory Board and Public Art Committee, manages contracts and budgets, develops policies and procedures, collaborates and coordinates with stakeholders and community and promoting art and cultural arts within the community and implementing the strategic plan goals of the City.
The ideal candidate will have recent experience and knowledge of the theory and practice of public art and its application. The successful candidate has knowledge of project management, public engagement, aesthetics, siting, context, content, and architectural integration. The Analyst possesses advanced problem-solving skills to coordinate teams across departmental or organizational boundaries, communicating with Public Boards/Commissions, oversight of complex projects and facilitate group processes while ensuring project completion falls within the project schedule, budget, and complies with related policy guidelines.
Duties/Responsibilities
+ Plans, organizes, directs, coordinates, and evaluates the activities of the City’s Cultural & Public Art Program
+ Prepares, and submits budget requests; estimates future needs; consults with stakeholders on priorities and availability of funding and other sources; develops grant proposals; monitors expenditures
+ Develops effective public participation strategies and activities and establishes effective working relationships with community groups
+ Maintains up-to-date knowledge of federal, state and local laws, regulations, and policies and procedures that govern program operations
+ Prepares analytical publications, planning documents, administrative reports, and press releases; assists in the development and refinement of goals, objectives, policies and procedures; investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants and/or services; analyzes, interprets and explains City policies and procedures
+ Works closely with Project Managers and Designers of Record when art is required as part of the Capital Improvement Projects (CIP), and with other departments and stakeholders as necessary
+ Issues RFQ’s/RFP’s for upcoming projects, manages selection committee activities, issues Artist contracts, coordinates and conducts public outreach efforts, manages communication between the Artist and stakeholders throughout design process and installation of artwork
+ Identifies and develops opportunities for public/private partnerships
+ Maintains/updates the City’s Public Art Program web pages and marketing
The following list represent the core competencies needed for success in this position.
+ Experience in project management and managing public art projects; public art policy and/or design-related project management experience preferred
+ Nonprofit or government experience preferred
+ Experience working on a diverse team and desire to support the City’s equity goals
+ Excellent written and verbal communication skills, and ability to present to racially/ethnically diverse audiences from myriad perspectives and backgrounds
+ Ability to facilitate meetings and make public presentations
+ Ability to work collaboratively with multiple stakeholders
+ Ability to manage multiple projects effectively
+ High attention to detail with a proactive and enthusiastic work style
+ Knowledge of artistic disciplines/media, visual art and public art trends
+ Excited by the integration of new technologies, programs, and software
+ Knowledge and proficiency in MS Office products/Google platforms, and Adobe Photoshop is required
Minimum Qualifications & Experience
+ Associate degree or equivalent
+ Three-years of experience in planning, developing, and implementing public art projects or programs.
+ Must have a valid, unrestricted, North Carolina driver's license "or" if you currently have another state driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire
Additional Preferred Skills
+ Four-year college degree in Art History, Visual Art, Art Administration, Public Art, Architecture, Public Administration, or a closely related field, or equivalent experience.
+ Prior experience with project management and/or public art project management experience
+ Prior experience working with artists, cultural organizations, or event planning.
+ Prior experience with cash handling, accounts payable/receivable, or contracts.
+ Experience and knowledge of the Durham area arts community is preferred.
+ Bilingualism (English/Spanish).
+ Proficiency with Microsoft 365, social media, and video conferencing platforms.
+ Ability to work independently and within a team.
+ Willing to work in an indoor, office and/or outdoor environment.
+ Willing to travel to external organizations and locations.
