The primary purpose of this position as a GS-07/09: Is to serve as a Human Resources (HR) Specialist (Recruitment & Placement) in a developmental capacity. The primary purpose of this position as a GS-11: Is to provide comprehensive recruitment and placement services for assigned organizations AF wide. Responsibilities GS-07 DUTIES; Provides recruitment and placement services to assigned organizations Codes and processes a variety of personnel actions Researches data and drafts responses to customer inquiries Participates in planning, monitoring, and conducting special studies, projects, and initiatives GS-09 DUTIES; Provides recruitment and placement services to assigned organizations Processes a full range of personnel actions Provides recruitment and placement advisory services to organizations serviced Assists in special initiatives, studies and projects, and affirmative employment activities GS-11 DUTIES; Receives, reviews, and analyzes recruitment requests and supporting documentation from serviced organizations Codes and reviews all types of complex personnel actions Participates in special initiatives, studies and projects, and affirmative employment activities Performs a full range of staffing advisory services to organizations serviced Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of the fundamental HR methods, principles, and practices related to recruitment and placement sufficient to advise on and/or resolve moderately complex, non-confrontational, well-precedented factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions. OR EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the fundamental HR methods, principles, and practices related to recruitment and placement actions sufficient to make informed judgments and resolve moderately complex, non-confrontational, well precedented factual, procedural, or recurring issues. 2. Knowledge of standardized analytical and evaluative methods and techniques sufficient to provide management advisory and resolve issues of limited scope. 3. Knowledge of DCPDS to input, store, retrieve data and perform quality review of data elements; as well as knowledge of office applications and automated systems to perform correspondence and reporting duties; a qualified typist is not required. 4. Knowledge of the functional relationships between HR specializations. 5. Ability to gather and analyze facts and draw conclusions from information. 6. Ability to communicate factual and procedural information clearly, orally and in writing. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of fundamental HR methods, principles, and practices of recruitment and placement and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. Knowledge of the functional relationships between HR specializations. 4. Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment. 5. Ability to gather and analyze facts, and draw conclusions from information. 6. Ability to communicate information clearly, orally, and in writing. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services. 5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing. 6. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions. Education PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
