    Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located in the Office of Human Resources (OHR), Office of the Chief Administrative Officer. The incumbent is responsible for planning, administering and coordinating all human capital related programs and processes for the USCP. As the Director, Office of Human Resources, the incumbent has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and critical agency programs related to human resources (HR) management, including: Providing leadership and direction in the formulation of HR strategic plans and policies for the development and implementation of comprehensive HR programs. Reviewing, assessing, and revising program performance goals based on quantifiable performance measures and implementing process improvements to optimize efficiencies within OHR. Managing the day-to-day operations of the OHR – including personnel actions, hiring, payroll, employee benefits, workforce relations, performance management, and employee recognition programs – to effectively support the Department’s workforce. Establishing accountability through performance goals, measures, and expectations for senior OHR management, subordinate supervisors, and other OHR staff. Designing and implementing systems and governance mechanisms to ensure human capital functions and internal controls comply with applicable laws and policies. Analyzing complex human resources programs using quantitative and qualitative methods; presenting comprehensive and integrated recommendations to inform human capital planning decisions. Coordinating with the Chief Administrative Officer and Chief Information Officer to design and implement technology improvements to enhance HR processes and internal controls. Coordinating with the Chief Administrative Officer and Director of Financial Management/Chief Financial Officer to ensure the Department is resourced to support the manpower and human capital programs for the Department. Requirements Conditions of Employment You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year supervisory probationary period. Must be able to obtain and maintain a Top Secret clearance. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. For this CP-14 position you must have at least 52 weeks of specialized experience equivalent to the CP-13/GS-15 level that is in or directly related to the line of work of the position to be filled. Specialized experience is defined as: 1) overseeing day-to-day human resources functions and strengthening the governance mechanisms to ensure human capital initiatives comply with applicable laws and policies; 2) providing strategic guidance, actionable support, and tailored recommendations to senior management to navigate evolving priorities, technologies, and organizational functions; 3) developing and implementing financial strategies and budgetary procedures to support complex human capital programs; and 4) leading and motivating a high-performing, collaborative, and mission-driven team. Additional Qualifications: -Bachelor’s degree in human resources, business, public administration, criminal justice, or related field. -Ten plus years of specialized leadership experience in human resources, business administration, or related field. -Excellent interpersonal skills and ability to interact courteously and professionally with individuals and teams on all levels. -Strong analytical skills and demonstrated ability to collect, interpret, and evaluate data to make informed recommendations. -Excellent written and verbal communication skills. -Ability to identify and resolve challenges independently and effectively. -An understanding of confidentiality requirements and the exercise of sound judgment. -Proficient in the use of technology, tools, and software including Microsoft Office. Desirable Qualifications: A master's degree in in human resources, business, public administration, criminal justice, or related field. Five plus years of human resources leadership experience in a Law Enforcement, Public Safety, or Military organization. Additional Information Additional Conditions of Employment with the USCP: As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019, criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made. A criminal history does not automatically exclude an applicant from employment with the USCP. Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. https://www.sss.gov/verify/ Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
