Job Status: This position is full-time. HRDC also has a "Wellness Hours Policy" which encourages full-time staff to use up to 4 paid hours weekly to work on their wellness.
Wage:$73,500
General Summary:The Compliance Manager is a key member of the Compliance Department, responsible for ensuring programmatic adherence to federal, state, local, and private funding requirements across HRDC’s programs. This includes compliance oversight for multiple grants across income supports, rental assistance, case management, and supportive services. The Compliance Manager plays a critical role in maintaining high service and regulatory standards, conducting internal reviews, supporting program staff, and ensuring accurate and timely reporting to funding entities. This position supervises compliance staff and works closely with program directors and managers, case managers, fiscal, and external partners to maintain program integrity and continuous improvement across service delivery.
Primary Job Duties and Responsibilities:
1. Program Compliance (30%)
+ Work with the compliance director to ensure programs meet compliance requirements for local, state, and federal regulations
+ Develop and maintain compliance systems and procedures for a range of funded programs
+ Monitor program activities and service delivery for adherence to federal, state, and local regulations
+ Conduct regular audits and internal reviews to identify risks, ensure compliance, and implement corrective actions
+ Oversee timely and accurate submission of reports to funding agencies.
+ Stay current on regulatory changes and translate updates into internal policies and practices
+ Support and guide case managers and program staff to align services with compliance expectations
2. Team Supervision and Internal Support (30%)
+ Supervise compliance staff, providing ongoing training, support, and performance feedback
+ Ensure workloads are sustainable and aligned with compliance priorities
+ Serve as a resource for program staff on compliance-related questions, offering coaching and clarification
+ Foster a collaborative, inclusive, and high-performing team environment
+ Contribute to cross-departmental collaboration efforts in support of HRDC’s services
3. Monitoring, Data, and Communication (20%)
+ Collaborate with Compliance Director and Fiscal to ensure compliance with grant budgets, spending timelines, and allowable use of funds
+ Coordinate and document internal and external monitoring visits
+ Alongside the Compliance Director, liaise with funding agencies and auditors to address questions, share documentation, and follow up on corrective actions
+ Ensure strong data quality across systems used for grant program tracking
+ Monitor outcome measures and contribute to performance evaluation and continuous improvement efforts
4. Teamwork and Representation (15%)
+ Serve as a member of HRDC’s management team, participating in agency-wide collaboration and decision-making efforts
+ Work closely with other departments to support cross-functional alignment and promote a seamless experience for customers and staff
+ Uphold HRDC’s expectations for managers, including modeling professionalism, supporting staff development, and contributing to a positive, inclusive work culture
+ Represent HRDC in meetings with funders, community partners, and other stakeholders, ensuring professionalism and mission alignment in all external engagements
+ Collaborate with the Compliance Director and others in leadership to ensure cohesive implementation of compliance systems and performance expectations
5. Other duties as assigned by Director (5%)
Knowledge, Skills, and Abilities:
+ HRDC, Professional or Governmental Policies and Regulations
+ Strong working knowledge of HUD CoC, ESG, YHDP, Ryan White, WIOA, and other relevant federal program rules
+ Familiarity with state-level grant administration processes and reporting requirements
+ Understanding of HRDC policies and procedures
Licenses:
+ Montana Class D Driver License and appropriate insurance preferred
Other Required Skills and Abilities:
+ Excellent organizational skills with the ability to manage multiple deadlines and priorities
+ Strong communication and interpersonal skills, with a focus on collaboration and coaching
+ Proficiency in interpreting and applying complex regulations
+ High attention to detail and accuracy in documentation and reporting
+ Ability to work independently and use sound judgment
+ Proficiency in Google Suites and data reporting systems (e.g., HMIS, Apricot, or similar)
+ Commitment to equity, integrity, and trauma-informed leadership
+ Spanish speaking preferred
Education and Experience
Education:
+ Bachelor’s degree in public administration, social work, human services, or a related field required.
+ Master’s degree preferred.
Experience:
+ Minimum of 2 years’ experience in program compliance, including supervisory responsibilities.
+ Experience with federally, state, or locally funded programs, particularly those supporting community services, is highly preferred.
+ Demonstrated success in working across teams and navigating funding compliance.
Section III – Supervision
Supervision Received:
+ This position operates under general supervision of the Compliance Director. This position is expected to manage day-to-day compliance efforts independently, while coordinating regularly with the Compliance Director.
This position supervises the following positions:
+ Multiple compliance specialists and/or coordinators
+ Other staff as assigned based on department structure
Section IV – Decisions
Impact of Decisions and Errors Made by Position:
+ Decisions directly impact agency funding, client service integrity, and HRDC’s standing with regulatory entities.
+ Errors could result in funding loss, audit findings, or program interruption.
Judgment Required to Make Decisions:
+ Frequently changing conditions and regulations require initiative, adaptability, and strong decision-making within a compliance framework.
Exception Authority:
+ This position may recommend process changes within compliance scope but may not authorize exceptions to agency-wide policy.
Section V – Financial Responsibility
+ Oversight of program budgets
+ Review of vendor claims and documentation for compliance
Section VI – Personal Contacts
+ Weekly or more frequent interaction with Compliance Director and supervised staff
+ Regular coordination with Program Managers and Customer Support Director
+ Regular communication with Fiscal staff
+ Interaction with funding agencies and auditors as required
+ Occasional contact with Board or external partners for monitoring or updates
Confidentiality:
+ This position requires regular handling of sensitive and confidential client and agency information. Unauthorized disclosure could harm client interests and the organization, and may also violate state and federal privacy laws. This position will have full access to reports, records, and personnel files, and must exercise the highest level of discretion, judgment, and confidentiality at all times.
Section VII – Working Conditions:
+ Works in temperature controlled office environment
+ Must be able to travel out of town and overnight as needed
+ Works in a professional, team-oriented environment with moderate-to-high workload cycles
