Indiana Department of Environmental Management (IDEM):
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
Incumbent is a member of the Ground Water Section within the Drinking Water Branch (DWB). Works independently and in team settings supporting the Wellhead Protection Program, Source Water Assessment Program. Incumbent is also responsible for supporting the Section, Branch, Office and Agency priorities and plans.
Essential Duties/Responsibilties:
+ Incumbent shall contribute to the goals of the Section with particular emphasis on the goals of the Environmental Performance Partnership Agreement (EnPPA) with EPA.
+ Maintains and/or develops Access database and GIS/ArcGIS projects supporting Section goals of source water protection, and statewide Ground Water Monitoring Network mapping needs.
+ Incumbent is responsible for reviewing wellhead protection plans submitted for review for completeness and accuracy according to Indiana’s Wellhead Protection Rule 327 IAC 8-4.1, supports the efforts of source water protection. This responsibility is accomplished by: 1) Reviewing submitted documents for accruacy and adequacy. 2) Communicates results/determinations of plan reviews to Public Water Supply System owners and operators. Provides clear and accurate summaries of plan deficiencies as determined by comparison with rule requirements.
Essential duties and responsibilities also include:
+ Managing ground water database supporting the Wellhead Protection Program and Statewide Ground Water Monitoring Network;
+ Supports the field sampling efforts of the Statewide Ground Water Monitoring Network (IN Driver's license is required);
+ Reviews and evaluates technical guidance documents, reports, journals and related articles;
+ Reviews departmental files for assessing and reporting;
+ Provides technical assistance to staff, state and federal agencies, industries, contractors, environmental engineering consultants and the public;
+ Initiates documents and assists in administration of enforcement;
+ Recommends and issues letters of deficiency related to review of Wellhead Protection Plan documents;
+ Attends related training, conferences and seminars;
+ Performs related duties as assigned.
+ A valid Indiana driver's license is required.
Job Requirements:
+ Knowledge and skill typically acquired through a Baccalaureate degree in Environmental Science or a related area, plus comparable work experience, related academic training plus comparable work experience or comparable work experience alone may substitute for a Baccalaureate degree where appropriate;
+ Broad knowledge of the principles of related disciplines (biology, chemistry, physics) and their relationships to ground water/drinking water;
+ Thorough knowledge of, and the ability to interpret and apply, all applicable federal and state laws, environmental regulations, acts, guidelines and codes;
+ Ability to prepare extensive reports for use as evidence and/or basis for recommendations for action.
+ Ability to communicate, both orally and in writing, complex technical concepts to untrained individuals and deal tactfully with a variety of individuals, officials, and representatives.
+ Specialized knowledge of database development as it related to program area.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
