In this position you will be afforded the opportunity to telework, however there will be required weekly in-office day(s) in Helena. Specific conditions will be outlined as part of the job offer and must adhere to state policy. The Budget Analyst position supports budget and financial functions for all funding sources within the department. This position prepares and analyzes budget and financial reports to maintain expenditure controls, and provides advice and technical assistance with cost analysis, financial allocation, and budget preparation and monitoring. This position also analyzes department wide revenues, expenses, appropriations, future budget requests and legislative status during sessions. This position supports the Capital budget at Montana Fish, Wildlife and Parks. *Specific Job Information:* This position provides fiscal management services for the agency, including budget development, allocation, monitoring, and training. Work requires preparing effective revenue forecasts by analyzing past revenue expenses, current revenue needs, and projected requests and requirements. Also manages fluctuating revenue sources. This involves developing detailed fund control methods to meet state, federal, and program laws and rules by analyzing funding structure and creating controls that incorporate all needed controls. Work involves reporting, planning, and preparing expenditures, biennial budgets, and other information to the OBPP (Office of Budget Program Planning) and the Legislature. *Job Duties:* Typical Budget Duties Include: · Establish and maintain task profiles, task groups, speeds charts and translate trees · Process budget change documents · Establish and monitor standard budgets · Complete monthly budget status reports · Monitor personal services expenditures and vacancy savings · Review expenditures to ensure appropriateness · Review, track and verify grants and contracts · Reconcile FTE · Revenue and expenditure projections · Assist with the Executive Planning Process · Review contracts and renewals for all grants assigned to ensure proper financial compliance · Monitor appropriations and fund balances · Conduct research, analysis and writing of legislative fiscal notes · Enter and reconcile legislative requests in IBARS *Knowledge, Skills and Abilities:* · Knowledge of budget principles · Knowledge of generally accepted accounting principles (GAAP) · Knowledge of State and Federal rules and regulations · Excellent organizational skills · Excellent time management skills · Excellent problem solving and recognition skills · Ability to establish and maintain effective working relationships · Ability to communicate effectively both orally and in writing · Ability to operate personal computer and general office software such as excel, word and email *Minimum Qualifications (Education and Experience):* The knowledge, skills, and abilities of this position are normally attained through combination of education and experience equivalent to a bachelor’s degree in accounting, finance, business administration, economics, math or a related field and 3 years of progressively responsible budget and accounting experience. Other combinations of education and experience will be considered on a case-by-case basis. Experience with Legislative budgeting and State government is preferred.
