Responsibilities Serves as a senior analyst in the DLA Logistics Operations (J3), DLA Operations (J31) and Customer Support (J31C) mission area and is responsible for logistics planning, performance measurement, and driving performance and resource allocation. Develops, coordinates, and issues policy and strategic direction for programs and initiatives managed by DLA Agency mission area, and aligns them with corporate level strategies, plans, and objectives. Develops and monitors Agency-wide Customer Relationship Management (CRM) performance metrics and customer assessment plans and programs to assess the effectiveness of programs and initiatives. Assesses requirements for achievement of CRM functions (including human resource requirements) and tracks the efficiency using customer surveys, focus groups, or other methods. Works closely with the DLA Director, senior DLA Logistics Operations leadership, DLA Headquarters, logistics and CRM components along with the Office of the Secretary of Defense to align initiatives and plans to meeting DoD’s overarching goals. Requirements Conditions of Employment Qualifications To qualify for a Management and Program Analyst, GS-0343-14 your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Leading major programs or projects directly related to the customer relationship priorities. Developing and monitoring agency-wide Customer Relations Management (CRM) performance metrics and assessment plans to assess the initiatives/effectiveness of assigned programs. Employing a wide range of qualitative and quantitative methods, including statistical techniques to assess and improve complex management processes and systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
