Summary About the Position: This Program Manager position is with the U.S. Army Corps of Engineers, SWD, Ft. Worth District, Engineering & Construction Support Office Division with a duty station location of Ft. Worth, TX This announcement is NOT intended for current, permanent Army employees. Responsibilities Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects. Negotiates and integrates all IIS requirements as appropriate in support of assigned ECSO projects into a comprehensive management plan. Coordinates the program planning, design, and implementation of competitive and non-competitive acquisitions through source selection processes for ECSO programs of varying scope and complexity, as required. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Assures early identification of problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner. Reconciles customer concerns, assuring that all participating parties are informed of project progress, issues and impacts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-13: Specialized Experience: One year of specialized experience which includes 1) Providing input to management personnel regarding the budget; AND 2) Leading the negotiation of required agreements on behalf of the organization; AND 3) Administering project budgets to ensure allocated funds are distributed appropriately. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Oral Communication Project Management Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This is an Engineers & Scientist (Resources and Construction) Career Field position. Multiple positions may be filled from this announcement. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. This position can be converted to a permanent position without further competition at management's discretion. Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
