The Social Services Analyst position is responsible for the determination of funding sources to be used in offsetting state general funds used for every child placed in the custody of the Department of Children and Family Services, special needs children who have been adopted and are receiving adoptions subsidies, Consolidated Omnibus Reconciliation Act (COBRA) cases, Interstate Compact on Adoption and Medical Assistance cases and certain juveniles who are in the care/custody of the Department of Public Safety and Corrections (DPS&C), Office of Juvenile Justice.

Minimum Qualifications
Three years of experience in social services; OR
Six years of full-time experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Independently reviews, examines, evaluates and determines clients’ eligibility in relation to complex eligibility facts of federal P.L. 105-89-Adoption and Safe Families Act (ASFA) and Title VI of the Louisiana Children’s Code (CH.C), State and Agency criteria for clients in the care/custody of the Department of Children and Family Services and Office of Youth Development region-wide for funding under Title IV-E, Title XIX-Medicaid and State general funds.
+ Reviews instanter custody orders and/or transcripts to assure the Agency is in compliance with federal ASFA criteria relative to the judicial determinations of contrary to the welfare of the child to remain in the home and of reasonable efforts made to prevent removal from the home, or if reasonable efforts are not required due to certain statutorily defined aggravated circumstances, listed convictions, or prior termination of parental rights for another child and assures the Agency has responsibility for the child’s placement and care.
+ Maintains, interprets and applies knowledge of federal, state and local laws and regulations, program directives and Agency policies and procedures in regards to Title IV-E, Title XIS and various automated systems in the Department of Children and Family Services and the Louisiana Department of Health in order to correctly complete the assessment process. Certain facets of the assessment process must be applied differently in some cases.
Position-Specific Details:
Appointment Type : This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.
Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday – Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.
Work Location: This position is located in the Ouachita Parish Child Welfare department in Monroe, LA in the Home Development section.
Compensation:
The referenced positions have a Special Entrance Rate (SER) see below:
Social Services Analyst 1 - SER: $16.42 hourly (Pay Level SS-410)
Social Services Analyst 2 - SER: $17.56 hourly (Pay Level SS-411)
Social Service Analyst 3 - SER: $21.27 hourly (Pay Level SS-413)
The referenced positions are also eligible for premium pay of up to $2.00 per hour for hours worked based on years of service within DCFS Child Welfare.
In accordance with La. R.S. 46:51.2 the department shall conduct a State Central Registry (SCS) check for a potential employee of the department to determine whether or not said individual's name appears on a SCR subsequent to December 31, 2009, and whose duties include: investigations of child abuse or neglect, supervisory or disciplinary authority over children, direct care to a child, or performance of licensing surveys.
In accordance with state laws, selected candidates must pass the following checks before any final job offer will be made: Drug Test, Criminal Background, State Central Registry, and Louisiana State Police Sex Offender and Child Predator Registry.
Note: The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15.587.1 (c).
Must possess a valid driver's license & access to a personal vehicle.
