    Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for System (DCS), Director of Contracting and Procurement/Head of Contracting Activity (CG-HCA) Office of Procurement Policy and Oversight (CG-PPO), Procurement Systems, Metrics & Career Management Division (CG-PPO2). Responsibilities You will assume the role of a Procurement Analyst responsible for supporting the ongoing implementation and maintenance of the USCG's recently implemented financial system, Financial Systems Modernization Solution (FSMS). Additionally, you may be called upon to serve as Program Manager for other contracting programs, encompassing the initiation, execution, and oversight of current and future contracting-related systems. This position entails involvement in procurement policy development, business process standardization and implementation, training, and data management. Being a USCG civilian makes you a valuable member of the CG team. Typical work assignments include: Act as a team member on the team responsible for addressing immediate and long-term objectives related to the support of FSMS and other contracting programs within your scope of responsibility. Support the overall management of assigned USCG contracting programs, including the compilation and analysis of statistical data, business case evaluations, and formulation of recommendations. Lead reporting for the contracting components of FSMS, which includes: creating and reviewing project management documents; representing contracting community needs in interactions with DHS, USCG, and contractor personnel; serving as a point of contact for non-contracting USCG areas; and ensuring deliverables meet Integrated Master Schedule (IMS) deadlines Develop and maintain interactive dashboards (e.g., Power BI, Tableau, SAS Visualization) to visualize key performance indicators (KPIs) and trends, fostering data-driven decision-making Improve contracting data reporting by automating weekly/monthly report generation processes tools such as Excel, SharePoint, SQL, Python scripts, and Power Automate. Stay current with emerging technologies (e.g. AI, automation, bots, etc.) and associated industry trends through training, professional development, and continuous learning. Leverage emerging technologies to improve efficiency, accuracy, and performance by identifying integration opportunities within existing or new workflows and processes. Support testing activities related to current, updated, and new features of FSMS or other contracting systems within your scope of responsibility. Review training materials and deliver training sessions to the contracting community. Develop, recommend, and issue contracting policies and procedures. Serve as an agency-wide expert, providing advice to management and the contracting community on contracting and program procedures and policy interpretation concerning FSMS or other contracting systems within your scope of responsibility. Respond to internal and external reporting requirements and information requests, either personally or in coordination with your team. Review, provide feedback on, and develop the USCG's position regarding proposed legislation that may impact FSMS or other contracting systems within your scope of responsibility. Requirements Conditions of Employment All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Key Requirements: Must be a U.S. Citizen or National. Unofficial Transcripts must be submitted at the time of application. Selective service registration is required. May be required to serve a probationary period. This position requires a National Agency Check with Inquiries (NACI). This position requires a Secret clearance. This is not a Bargaining Unit position. Qualifications For the GS-1102-14 positions: You must meet all three requirements listed below; unless you are covered by an exception: 1) Completion of a 4-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript. AND 2) Completion of at least 4-years of experience in a contracting or related position, 1 year of which was directly related experience equivalent to the GS-13 level in the Federal service. Directly related experience must have involved working with contracting systems, ideally in a system support role; reviewing contracting system and business process related training material and/or delivering it to the contracting community; applying contracting principles, laws, regulations and procedures in support of the contracting community; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities; monitoring and providing input on the performance of contractor support; and anticipating problems and providing advice to project personnel on effective implementation and time frames required. EXCEPTIONS TO QUALIFICATION REQUIREMENTS: Applicants who have been in a GS-1102 position, at or above the GS-13 level, since January 1, 2000 without a break in service only need to meet the 1-year of directly related experience in order to qualify. The educational, training and additional years of contracting experience requirements do not apply to these individuals. AND 3) Completion of all required training and experience to hold a current FAC-C Professional certification. Possession of certification must be indicated as part of application submission. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met. The Coast Guard Head of the Contracting Activity must obtain the waiver from the DHS Chief Procurement Officer prior to the extension of an employment offer. NOTE: If you are currently employed with an agency other than DHS and seeking a lateral transfer AND you were promoted to an 1102 position at or above the GS-13 level (or equivalent) after 12/31/99 based on a waiver of the agency's training requirements, you will need to be approved for another training waiver before you can be hired into a GS-1102 position at or above the GS-13 level with DHS. If you were hired into your current GS-1102-13 or higher level position, with a non-DHS agency, based on an educational waiver, you will still have to meet the educational requirements stated in Qualification Requirements #1. Waiver: When filling a GS 1102 vacant position for a GS-13 and above, the Senior Procurement Executive of DHS, at his or her discretion, may waive any or all of the requirements of paragraphs A and B of the OPM Contracting Series 1102, Hiring Qualifications if the Senior Procurement Executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver, the Senior Procurement Executive must document for the record the basis of the waiver. If an individual is placed in a position at DHS based on a waiver, DHS may later reassign that individual to another position at the same grade within that agency without additional waiver action. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
