First Division Consulting is seeking a(n) Acquisition Analyst V to provide senior-level technical and scientific assistance to the Joint Project Manager Chemical, Biological, Radiological, Nuclear (JPM CBRN) Sensors portfolio. This also includes the ACAT II, III, and IV programs across Biological Detection Systems, Radiological Nuclear Defense, Reconnaissance and Platform Integration, and Chemical Detection and Mobile Analytics.
This role involves comprehensive analysis of acquisition, planning, sustainment, and life cycle management, leveraging the DoD's Adaptive Acquisition Framework. The analyst will develop strategies for business process reengineering to enhance efficiency and reduce costs across approximately 20 programs, while ensuring compliance with statutory and regulatory requirements for program milestones. Key responsibilities also include reviewing program documentation, recommending tailored acquisition and contracting approaches, and continuously assessing organizational performance to facilitate timely delivery of JPM CBRN Sensors products and services for Joint Force operational capability.
As Acquisition Analyst V you will:
+ Provide Acquisition Technical and Scientific Assistance to multiple DoD Program Offices across the Joint Project Manager Chemical, Biological, Radiological, Nuclear (JPM CBRN) Sensors portfolio. The JPM CBRN Sensors manages a portfolio of ACAT II, III and IV Programs. Subordinate offices include Biological Detection Systems (BDS), Radiological Nuclear Defense (RND), Reconnaissance and Platform Integration (RPI), and Chemical Detection and Mobile Analytics (CDMA).
+ Provide analysis for the acquisition, planning, sustainment and life cycle management of all programs within the portfolio, leveraging the Adaptive Acquisition Framework Pathways embodied in the Department of Defense (DoD) Instructions (DoDI) 5000-series of documents.
+ Support the JPM CBRN Sensors headquarters staff and subordinate Joint Product Management Offices in the performance of evaluations and the conduct of analyses regarding DoD Acquisition. The contractor shall help to ensure that statutory and regulatory requirements, guidance and directives are effectively assessed and interpreted to enable program offices to successfully accomplish acquisition milestone technical reviews and critical programmatic events.
+ Develop strategies in support of business process reengineering across the portfolio of approximately 20 programs/levels of effort. Intent is to find efficiencies and reduce duplicity and costs.
+ Interface with the myriad of JPM Sensors stakeholders, JPEO CBRND Headquarters, Headquarters Department of the Army (HQDA) staff and other external activities that provide validated requirements, technology transfers, testing, and other functions in support of program execution at all stages of the system acquisition process.
+ Review and analyze program documentation and status (i.e., acquisition strategies, program baselines, test and evaluation, cybersecurity, product support and integrated master program schedules).
+ Make recommendations for tailoring of both acquisition and contracting approaches to best support the unique and diverse nature of JPM CBRN Sensor programs.
+ Continuously assess organizational integration and performance across six functional areas to identify opportunities for JPM CBRN Sensors to successfully achieve program milestones and allow the Joint Force to reach both initial and full operational capability, through the timely delivery of JPM CBRN Sensors products and services.
+ Develop roadmaps for the JPM CBRN Sensors portfolio of acquisition programs and projects based on analyses of DoD 5000 policy documents and associated requirements.
+ Deliver senior-level analysis, recommendations and presentations.
Requirements
+ Twelve (12) years of experience of acquisition lifecycle and a four-year degree in business, science, technical or related discipline.
+ Ability to use the Microsoft Suite of software applications (e.g Outlook, Word, Excel, Power Point) to create and maintain documents and communications.
+ Secret Clearance- REQUIRED

+ While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
+ Specific vision abilities required by this job include close vision requirements due to computer work.
