Job Description
The Iowa Department of Health and Human Services (HHS), Division of Medicaid, Bureau of Long
Term Services and Supports Policy is seeking a Management Analyst 3 to join our team!
Responsibilities include:
+ Continually monitor and analyze federal policy initiatives and national trends to develop and update Medicaid policies and procedures to comply with federal regulations.
+ Serve as a subject matter expert for the program areas they are assigned which could include any of the HCBS waivers and/or State Plan Habilitation programs.
+ Cultivate relations with both internal and external stakeholders including, but not limited to, other HHS business units provider associations, advocacy groups, LTSS providers, managed care plans, members and families/guardians to ensure compliance with state/federal requirements and to act as a resource for policy guidance.
+ Participate in strategic planning efforts related to programs areas.
+ Develop and/or update state plan amendments (SPAs), administrative rules, provider manuals, and if necessary, draft Code language for Medicaid covered services which incorporates service definitions, provider qualifications and reimbursement methodology in accordance with CMS regulations and state law.
+ Prepare accurate and timely responses to questions and concerns from internal and external
partners.
+ Provide program quality assurance and quality improvement reviews for process improvement proposals and project/program implementation.
+ Access various databases such as IoWANS, MMIS, IMPA, WISE to obtain information in the regular performance of job duties.
+ Develop program/project plans including established goals, milestones, policies, tasks, evaluation/reporting requirements and track through completion.
+ Develop implementation/evaluation methodologies and coordinate all aspects of programs/projects in various states with individuals functionally assigned to the project/program and track through the completion.
+ Research, formulate and document recommendations to decision-makers regarding the
development of policies and procedures regarding recommendations for changes or revisions to better align policy with practice.
+ Work with other subject matter experts and quality improvement teams to develop and deliver targeted training including the development of materials related to new and/or revised policies and procedures.
+ Advise HHS Leadership of any outstanding issues identified to be addressed or in need of resolution.
Preferred, but not required: Licensed Masters Social Worker (LMSW), Licensed Independent Social
Worker (LISW), Licensed Mental Health Counselor (LMCH), Master's degree in a human services
field.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
+ Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
+ All of the following (a and b):
+ Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
+ A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
+ All of the following (a, b, and c):
+ One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
+ A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
+ A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
+ Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
