    The purpose of the Executive Director’s Office (EDO) is to lead the Department of Health Care Policy & Financing (HCPF) to achieve its mission, which is to improve health care equity, access and outcomes for the people we serve while saving Coloradans money on health care and driving value for Colorado. HCPF is the single state agency administering Colorado Medicaid and the Child Health Plan Plus (CHP+) program. The EDO supports the executive director in running HCPF, overseeing the safety net offerings (i.e., Medicaid and CHP+), and achieving the Governor’s Wildly Important Goals and other priorities. The EDO also leads the strategic process, including the construction of the department 35+ goals each year, the identification, implementation and tracking of the projects and initiatives that propel performance under HCPF’s goals by Office as well as the Department’s six strategic pillars, including: care access; operational excellence; member health; Medicaid affordability; health care affordability for all Coloradans; employee satisfaction.

     

    We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements.     Description of Job

    Federal Medicaid work represents a significant public policy and program development priority of HCPF, as it generates substantial impact on the Colorado Department of Health Care Policy & Financing’s (HCPF’s) programs and services to the 1.3 million Coloradans we cover. The new Federal Implementation Director plays a critical role in achieving HCPF’s Federal strategic objectives as a member of HCPF’s Executive Leadership Team (ELT). This position effectively and efficiently works at a senior level and drives the federal implementation of H.R.1 – the One Big Beautiful Bill Act - and subsequent major federal directives including federal legislation for HCPF, which serves as the single state agency for Medicaid in Colorado. This position and the work it oversees touches most areas of the Department’s work, including budgeting, staff resourcing needs, significant IT system changes, industry and efficiency advances, data insights, policy and legal, communications, stakeholder engagement and more. This position needs to be nimble as federal directives emerge and able to craft the Department’s successful response plan and implement it within available resources.

    Responsibilities in this position include:

    + Strategic recommendations to the Executive Director and the Senior Executive Leadership Team.

    + Create and oversee the comprehensive Department plan to respond to H.R.1 and other emerging major federal directives including legislation impacting Medicaid, CHIP and HCPF; leads the portfolio of projects to implement H.R.1 federally required components of the Act.

    + Oversee the successful execution of HCPF projects to ensure HCPF compliance and operational readiness with federal directives.

    + Communicate and coordinate with other state agencies and partners to drive federal response coordination, efficiencies, communications, and interfaces.

    + Lead and coordinate the completion of cross-functional, department-wide federal projects across HCPF’s offices.

    + Collaborate with a team-based approach, planning, executing, meeting facilitation, management, and leadership to propel a solid, healthy, positive team environment across the Department and its leadership teams and the successful implementation of the federal response plan.

    + Advise the Executive Director Cabinet member and members of the HCPF Senior Executive Team as well as the Executive Leadership Team, and works in close collaboration with the Executive Director’s office (EDO) Deputy Director, the Chief Administration Officer, the Medicaid Director, and the Office Director of Policy, Communications & Administration.

    + Influence, advise, and is accountable for the successful planning and implementation of the Department’s response to H.R.1 and other federal emerging directives impacting HCPF.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications :

    Eight (8) years of experience working with Medicaid programs with leadership support experience with an understanding of financing models, knowledge of federal regulatory processes, familiarity of H.R. 1 Medicaid provisions, especially eligibility-related policies such as work requirements. Experience leading and implementing complex projects or programs as well as leading and influencing teams and achieving defined goals.

    + Experience in engaging with federal administration agencies.

    + Experience in Medicaid eligibility.

    + Experience in Medicaid benefits and IT systems.

    + Experience in Medicaid budget analysis.

    + Knowledge of Colorado state policy and budget processes.

    + Experience working in matrixed organizations.Experience engaging with stakeholders and elected officials.

    + Proven experience of successful implementation of federal Medicaid policies and processes.

    + Proven executive communication skills - verbal, written, presentation, and interpersonal communication skills.

    + Highly productive at organizing and executing work products, crafting high quality deliverables, and effectively driving forward and managing team-based projects.

    + Ability to build and cultivate relationships up, down and across a large organization. Ability to coach others to overcome interpersonal barriers.

    DEFINITION OF PROFESSIONAL EXPERIENCE:Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
