Summary The National Wildlife Disease Program Coordinator provides national leadership in strategic planning, development, coordination, and implementation of cooperative programs designed to contain, monitor and eliminate wildlife diseases. This position is located in the Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS), which has an operational function distributed across all states and headquarters located in Fort Collins, CO. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Supervising subordinates more than 25% of the time including, but not limited to, recruitment, selecting, appraising, rewarding, addressing performance problems, and fostering an inclusive workplace. Develops, implements, and evaluates wildlife disease management strategies and business plans. Works closely with all personnel on funding strategies to ensure resources available and equally given with operational strategies to achieve wildlife disease management goals. Through the supervisor, works closely with the WS Management Team (WSMT) on implementing biologically sound wildlife disease surveillance and monitoring programs. Provides program coordination through WS State Directors and Regional Directors on planning, funding issues and program implementation. Develops standard operating procedures (SOP) and coordinates their implementation through the WSMT and State Directors. Provides leadership in the development of training programs for cooperating State and Federal agency personnel working on wildlife disease projects. Provides analytical and narrative responses upon request on congressional inquiries regarding the WS National Wildlife Disease program. Provides technical expertise, advice, and support for WS research and operational wildlife disease surveillance and monitoring activities. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience: Courses equivalent to a major, as shown above, PLUS appropriate experience or additional education. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Resolving critical wildlife disease surveillance problems or developing new procedural approaches at a regional level; Isolating and defining unknown wildlife conditions to resolve critical problems or developing new approaches to working with other agencies; Working many different and unrelated processes and methods that apply to a broad range of wildlife disease management; and Communicating technical and environmental challenges of wildlife disease surveillance, management and eradication to multiple levels of authority. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. CTAP/ICTAP applicants may be required to take a manual assessment and must receive a rating of at least 85 out of a possible 100. First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management.
