Summary If selected, you will be responsible for program analysis of oral rabies vaccination (ORV) bait distribution data as well as wildlife rabies-related data collected by Wildlife Services (WS) operations and cooperators. You will assist in ORV flight planning; monitoring data from ORV flights; modifying flight operations in response to local and regional needs; staffing the ORV command center; and monitoring data obtained to comply with regulations. Responsibilities The duties may include, but are not limited to: Assists the National Rabies Coordinator in planning and analyzing aerial ORV bait distribution. Assists with developing and updating wildlife rabies-specific software to plan, implement and tract ORV program activities. Prepares planning, management, scientific and administrative program reports to support the National Rabies Program. Provides the National Rabies Coordinator with recommendations to enhance rabies program administration. Serves as liaison with counterparts in Canada conducting cooperative programs with different software, systems, and data collection capability. Travels in conjunction with aerial ORV activities around the US, attends training sessions, represents the Rabies Program at professional meetings, conferences. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree: biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences. OR Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown above, plus appropriate experience or additional education. In addition to the basic requirement above, applicants must also meet the following: FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience with operations and research activities involving rabies, rabies impacts and rabies management strategies. Experience communicating, orally and in writing, rabies and other disease related programmatic information through reports and participating in wildlife conferences/workshops and stakeholder meetings. Experience organizing, reviewing, error checking, querying, analyzing, and reporting findings from metadata sets and databases using the Wildlife Services Management Information System and/or Geographic Information Systems (GIS). Experience working with internal and external partners to cooperatively implement all aspects of wildlife rabies management programs (e.g., communication and coordination, surveillance, vaccine-bait distribution, monitoring through sample collection, and research). Experience building and maintaining coalitions and working to accomplish mutually agreed upon goals as part of an interdisciplinary team and showing leadership particularly in situations without being a formal supervisor.
