Summary You will serve as the Chief Engineer (CHENG) Supervisory Engineer/Architect in the Planning, Design and Construction (PDC) Directorate at an Echelon IV command within a consolidated PDC Core of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND NORTHWEST (NAVFACSYSCOM). Responsibilities You will assign work to subordinates based on priorities, difficulty of assignments, or the capabilities of employees. You will plan program execution strategies to overcome program challenges (e.g., mitigate cost, schedule, performance risks). You will evaluate architect-engineer (A/E) project resources, work methods, processes, and staffing to initiate actions that will reduce cost or increase productivity. You will resolve grievance or serious employee complaints in accordance with policies, regulations, and practices. Requirements Conditions of Employment Qualifications This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, the District of Columbia, Guam or Puerto Rico. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Applying advanced concepts, principles and practices in engineering, design, and construction to complex military construction (MILCON), demolition, and maintenance/repair projects; 2) Incorporating proven and cost effective technical innovation into facility planning, design, construction, operation and maintenance processes; 3) Guiding Federal acquisition processes, project funding and contracting of shore facilities design, construction, environmental compliance, planning and real estate to successful conclusions; 4) Mentoring junior engineers and architects in technical skill development and career progression; and 5) Developing and presenting position papers to support technical authority and organizational goals. Education For the 0801 series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)ORE. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the 0808 series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have a bachelor's or higher degree in architecture. OR B. You have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR C. You have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. Your curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR You lack a degree in architecture, but you have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
