    Position Summary

    Position is responsible for managing the Real Estate Unit, which includes the operations of space management, support of capital project development, maintenance and capital asset planning, and implementation. Additionally, this positions oversees the Unit's efforts on acquisition and disposal of City-County owned facilities, facilities planning, updates the inventory of the City-County portfolio of properties, and oversees capital project management. Primary responsibilities involve the use of negotiation skills and to manage the activities of the City-County's Real Estate portfolio. The position will also coordinate external service contracts necessary to support the City-County's Real Estate program and functions as the representative of the Unit before the City-County Council and the public. Independent judgment is exercised in researching, offering business opinions and in handling real estate management duties and transactions. The incumbent may make administrative decisions dealing with financial operations of the City and County and is expected to coordinate with other departments and agencies of authority. Position reports to Deputy Controller, Procurement & Risk.

    Position Responsibilities

    + Oversees the Real Estate Unit and staff and ensures all City-County transactions of real property related to public employee occupied facilities and usage, complies with federal, state, and local laws

    + Chairs and schedules periodic meetings of the Space Allocation Committee

    + Manages the City-County Real Estate Portfolio, which include abstracts, lease negotiation and lease terms compliance.

    + Supports departments and agencies with review of their Common Area Maintenance charges.

    + Coordinates services necessary to support facilities management, such as design or architectural firms.

    + Works with departments and agencies to support maintenance planning on leased or owned properties.

    + Ensures all departments, agencies and authorities have maintenance plans in place.

    + Manages the Real Estate Capital Projects Manager to including capital needs planning.

    + Participates in Requests for Proposal (RFP) for the acquisition or disposal of real property.

    + Supports capital construction projects or capital maintenance improvements.

    + Works with departments and Purchasing to support as necessary, capital projects such as environmental surveys, engineering design, appraisals, or brokerage firms.

    + Directs the disposition of properties that may be considered surplus to the needs of the City-County and reviews those with internal agencies and departments before sale.

    + Analyzes and evaluates new real estate leases and renewal of existing leases pertaining to location cost and highest and best use of facilities.

    + Develops Rights of Entry, licenses, encroachment and use agreements for the temporary use of City and County real estate.

    + Provides research and answers to questions on City-County parcels.

    + Seeks support of DMD on capital project development when appropriate.

    + Works with internal clients to present acquisitions or leases before the City-County Council.

    + Works with OFM budget staff on compilation of the City-County annual Capital Asset Management Plan.

    + Maintains appropriate records, files, and documentation.

    + Must maintain confidentiality at all times.

    Qualifications

    Bachelor’s degree in Business Administration, Business Management, Real Estate Management, or a related field. Additionally, the candidate is to have six (6) years’ experience in commercial or government real estate management or real estate development transactions. A Real Estate license is preferred (active or in referral) Applicant must have excellent oral and written communications and be able to write and interpret data from reports. Experience in lease, contractual services or construction management negotiations is preferred. Applicant must be proficient with Microsoft Office suite of software and have experience working in a leasing or real estate database. Applicant must have a valid driver's license. Shows understanding, friendliness, courtesy, tact, empathy, cooperation, concern, and politeness to others and relates well to different people from varied backgrounds and different situations. Provides others with clear direction, motivates, and empowers. Recruits staff, provides development opportunities, training, and coaching.
