Job Overview:
APTIM is seeking a highly experienced Department of Energy (DOE) Subject Matter Expert (SME) to provide strategic insight and support across a range of Deactivation, Decommissioning, and Remediation (DD&R) activities. This role will be central in assessing DOE facility transition processes, improving proposal competitiveness, identifying high-priority DD&R opportunities, and supporting programmatic efforts within DOE orders and capital project management frameworks.
Key Responsibilities:
+ Conduct a LEAN-based evaluation of the end-to-end DD&R facility transition process--from planning through execution--with focus on streamlining and reducing delays.
+ Identify and analyze impediments in the DOE hazard categorization document approval process.
+ Evaluate other key DOE deliverables (e.g., property and records management) that commonly delay transition approval.
+ Map out key interfaces with the M&O contractor and identify friction points.
+ Provide process improvement insights to reduce iterative, non-converging feedback cycles ("bring me a rock" syndrome).
+ Analyze prior DOE proposal evaluations and debriefs to identify recurring strengths and weaknesses.
+ Deliver specific and practical recommendations to improve proposal content in areas such as:
+ Teaming strategies
+ Past performance write-ups
+ Key personnel selection and presentation
+ Technical approach development
+ Evaluation alignment and compliance
+ Provide in-depth guidance on DOE Order 413.3B (Program and Project Management for the Acquisition of Capital Assets).
+ Advise APTIM on alignment with DOE capital asset acquisition requirements and expectations.
Required Qualifications:
+ 15+ years of experience with DOE environmental management, nuclear facility transition, or capital asset projects.
+ Deep knowledge of DOE orders, especially DOE O 413.3B, and DD&R processes.
+ Prior experience working with DOE EM, NNSA, LM, or Office of Science programs.
+ Proven ability to evaluate and improve proposal strategies for Tier 1 DOE opportunities.
+ Strong understanding of DOE facility lifecycle, regulatory deliverables, and approval workflows.
+ Familiarity with M&O contractor interfaces and DOE HQ/field office structures.
+ Excellent written and verbal communication skills; able to clearly present complex findings to technical and executive audiences.

As of the date of this posting, a good faith estimate of the current pay range for this position is $150/hr to $200/hr Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
