Summary This position is part of the Air Force Elements, U.S. Transportation Command. Responsibilities As a SUPERVISORY HUMAN RESOURCES SPECIALIST at the GS-0201-15 some of your typical work assignments may include: Plan, organize, and oversee the activities of the Civilian Personnel Division. Exercise supervisory personnel management responsibilities. Represent USTRANSCOM J1 and the Civilian Personnel Division with a variety of installation and functional area organizations and at Command Senior Leaders forums. Originate, review, revise, coordinate, and interpret AF, DOD, Joint, and Federal regulations, directives and policies pertaining to all aspects of civilian human resources management to include: talent acquisition/recruitment and retention, employee and labor relations, position management, classification, pay setting, compensation, performance management/recognition, discipline, quality of life (e.g. telework, alternate work schedules, health and wellness programs), resource management, work years allocation/execution, and diversity/inclusion. Conduct, lead, and/or participate in studies to improve assigned HRM programs and/or influence policy changes for the command that typically involve long-range, highly complex, and often potentially sensitive topics. Prepare and deliver written reports and oral presentations, e.g. briefings, training sessions, consultations, orientation, and discussions with command leadership, supervisors, customers, subordinate staff members, and coworkers and conducts and/or leads conferences as a representative of USTRANSCOM. Requirements Conditions of Employment Qualifications You may qualify at the GS- 15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Provide interpretation and technical guidance of Federal, Department of Defense (DoD), Office of Personnel Management (OPM), and Air Force statues, regulations, policies and procedures related to all aspects of civilian human resource management. Plan, organize, and direct the functions of the staff of an organization through subordinate supervisors. Communicate both orally and in writing with all levels of personnel within and outside of the command to resolve problems, provide guidance and directions, present briefings and generate a variety of correspondence relating to civilian resource management issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
