Summary You will serve as an INDUSTRIAL SPECIALIST in the NAVY PRICE FIGHTER DEPARTMENT of NAVSUP WEAPON SYSTEMS SUPPORT. Responsibilities You will perform Proposal Evaluation and Source Selection on spares, reparable and Major Defense Acquisition Program (MDAP) procurements. You will provide expert technical guidance/direction/strategies for execution of high visibility, high complexity issues. You will manage assigned projects and programs throughout their life cycle. You will provide technical information, assistance, and advice concerning manufacturing facilities, machinery and equipment, methods, materials, and manufacturing standards for the industrial production of major weapon systems and spare parts. You will act as the subject matter expert for industrial, manufacturing, and production issues related to procurements to safeguard the best interest of the Navy. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing program management by applying an in-depth knowledge of planning, programming and procurement procedures, as well as Logistics. Specialized experience must demonstrate the following: 1) Providing expert technical guidance, direction and strategies for the execution of high-visibility, high complexity issues associated with Performance Based Logistics (PBL) acquisition contracts; 2) Applying a comprehensive knowledge of acquisition/procurement, contracting, and business specializations such as cost and price analysis and review of sources of funds to properly evaluate contractor business proposals; 3) Preparing technical cost analyses for weapon systems and major spare parts procurement; 4) Isolating and defining unknown proposal methods to facilitate the resolution of critical problems; 5) Leading teams conducting proposal evaluations and/or independently conducts Business Case Analysis for spares, repairables and MDAPs procurements.
