Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the PROFESSIONAL Work Category at the ENTRY/DEVELOPMENTAL Work Level within the CES Occupational Structure. It is located in the DISA HC Computing Services. Responsibilities Reviews, analyzes, and evaluates programs, activities, systems, reports, and processes. Plan and conduct studies to identify and initiate process changes which address/resolve procedural and systems deficiencies and analyze cost and impact to risk areas. Forecasts potential problems, identifies potential risks, develops corrective and/or preventive actions, and identifies ways to avoid or mitigate risk. Prepares detailed written or oral reports on findings from review and analysis of projects and programs which include narrative and/or graphs, charts, and other exhibits as required to reflect and/or explain the status of the program. Develop and/or recommend new or modified work methods to improve management processes and administrative procedures used by the Agency. Determines methods for measuring progress against planned objectives and actions. Requirements Conditions of Employment Qualifications This announcement may be used to fill positions with an entry grade of GG-09, or GG-11 with a target grade of GG-12. Management has the prerogative to select at any grade level. This recruitment provides promotion opportunity to target position without further competition when selectee is eligible and recommended by management. However, promotion is not guaranteed, and no promise of a promotion is implied. Salary ranges below are listed by grade for this position: GG-09 $69,923 to $90,898 GG-11 $84,601 to $109,975 GG-12 $101,401 to $131,826 In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: GG-09 To qualify at the GG-09 grade level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience for the GG-09 level is defined as: Working independently supporting administrative practices and procedures in an office environment; experience working in databases; identifying and resolving problems. GG-11 To qualify at the GG-11 grade level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience for the GG-11 level is defined as: Communicating clearly and concisely, both orally and in writing; experience reviewing and responding to correspondence; establishing and maintaining tracking controls of reports, correspondence and assignments to ensure timeliness. GG-12 To qualify at the GG-12 grade level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience for the GG-12 level is defined as: Assisting managers and supervisors on projects and activities; management and organization pertaining to channels of communication, delegation of authority, routing correspondence, and directing the storage of files and records. Education GG-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement.If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply. GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. . There is no substitution of education for the qualifying experience at the GG-12 grade level. To be creditable, education must have been obtained in an accredited college or university. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
