    Stantec is seeking a Senior Project Manager/Regulatory Specialist to provide technical leadership for our clients and staff on a variety of Power sector projects in the Mid-Atlantic Region. This position will be part of Stantec’s Environmental Services team that provides the full range of expertise needed to address a variety of projects, including support to public utilities, new electric transmission and rebuild projects, project access road planning and design, substation and battery storage facility design, and solar due diligence and permitting. Our staff members have established excellent working relationships with utilities and Power sector developers throughout the Mid-Atlantic, and our knowledge and interdisciplinary expertise allow us to help our clients develop the most effective and innovative approaches to their environmental / engineering compliance goals.

    Your Key Responsibilities

    + Serve as Sr. Project Manager or Project Technical Lead for projects, with responsibility for project delivery.

    + Provide technical leadership for projects in within the Mid-Atlantic Region and occasionally for projects in other parts of the US, performing a variety of tasks to plan, execute and deliver the completed project.

    + Work with more junior staff to execute environmental permitting strategy, developing regulatory strategy, and directing environmental field surveys and construction compliance for a variety of projects.

    + Complete and/or oversee the preparation of permit applications, including Section 404/401 permits, State Environmental Protection permits, Stormwater Management Permits, involving gathering supporting documentation, and coordinating comment response with agencies.

    + Complete and/or oversee the preparation of National Environmental Policy Act (NEPA) documents (federal projects), and state environmental review documents.

    + Complete and/or oversee the preparation of technical reports for the US Army Corps of Engineers (USACE), US Fish and Wildlife Service (USFWS), State Departments of Environmental Quality (DEQ), Federal Highway Administration (FHWA), Environmental Protection Agency (EPA), and other federal, state, and local agencies.

    + Task coordination related to wetland delineations, state water determinations, resource protection areas, threatened and endangered species, land use mapping and vegetation cover classification, GPS data collection, agency consultations, cultural resources, hazardous materials, and water quality permitting.

    + Prepare budgets and identify tasks while carrying out project work within agreed timeframes and on budget and within the Stantec PM framework.

    + Coordinate work efforts and the preparation of deliverables reports, client stewardship and coordinating with other disciplines on multi-discipline projects.

    + Perform quality assurance/ quality control reviews of environmental deliverables.

    + Oversee Environmental Compliance Monitoring and coordinating inspections, staffing, and record keeping.

    + Partner and participate on integrated environmental/engineering/ecology teams to deliver projects in both the pre-project permitting stage and post-approval stage to ensure consistency in project execution.

    + Direct subcontracted services and managing project budgets, schedules, and teams.

    + Develop and maintain positive client relationships, including seeking opportunities for new business.

    + Supporting and ensuring implementation of Stantec Health, Safety, Security, & Environment (HSSE) Policies, Procedures, Standards and Guidelines in the execution of all work and coordinate with HSSE professionals during the execution of all phases of project planning and implementation.

    Your Capabilities and Credentials

    + Knowledge of state & federal laws & regulations and applicable policies & procedures to advise others on interpretations & experiences with permitting, and NEPA documentation, including the USACE, State DEQ, USFWS, NOAA, and State wildlife agencies.

    + Skilled with a “hands-on” individual experienced in managing permitting applications and NEPA documentation.

    + Skilled in verbal and written communications, including advanced technical writing abilities, regulatory agency negotiations, and requests for proposals responses.

    + Skilled at prioritizing, organizing, managing, and performing multiple work assignments simultaneously.

    + Skilled with computer applications and functions, including Microsoft Word, Teams, Excel, Outlook.

    + Ability to prepare, read and interpret scientific/technical documents and plans for the affects/impacts to environmental resources,

    + Ability to perform work accurately in a detail-oriented environment and meet project schedules, deadlines, and budgets.

    + Ability to work with initiative, professionalism, confidentiality, and is able to work independently, multi-task and adapt to change in a very dynamic environment.

    + Ability to work effectively in a team environment with the strong ability to maintain and establish effective working relationships amongst the team and client.

    + The successful candidate will be self-motivated, self-directed, and possess the ability to make sound business decisions.

    + Professional Wetland Delineator a plus.

    Education and Experience

    + Bachelor’s or Masters’ degree in Biological Sciences, Environmental Studies, Policy, Planning, Geology, or related discipline preferred.

    + 10 years of experience specific to regulatory practice in the environmental field.

    **Pay Transparency:** In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
