Job Description

*This vacancy is only open to 1) current permanent Parks employees serving in the Associate Staff Analyst civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title, or 4) Parks employees who are reachable on the Associate Staff Analyst list or a comparable civil service list.
The Environment and Planning (E&P) Division protects, restores, cares for, and expands New York City Parks, natural areas and tree canopy to maximize benefits for environmental and community health and resilience.
Major Responsibilities
- Under the direction of the Deputy Commissioner of Environment and Planning, with wide latitude for independent initiative and decision making, advise the Deputy Commissioner and senior leadership team on Agency strategy and policy issues.
- Work with senior staff across the division to coordinate and direct incoming requests that relate to multiple teams and programs.
- Prepare complex briefings, compile data, produce reports and presentations, and track projects as needed.
- Prepare material for significant meetings and regular reporting deadlines and handle follow-up for resulting work and decisions, including setting up processes and compiling and coordinating responses for consistency.
- Manage complex projects involving budget analyses and funding proposals, collaborating with senior staff and managers as appropriate.
- Lead the New Needs submission process and assist in the preparation of budget briefings.
- Manage and promptly respond to interagency or City Hall initiatives, such as resiliency programs, land use changes, forestry productivity and other mayoral priorities.
- Launch and contribute to the development and implementation of division, Agency, and mayoral initiatives.
- Compile, analyze and assess data and priorities relating to division activities.
- Represent the Deputy Commissioner in internal Agency meetings as needed.
- Liaise with external partners including City and State agencies, community organizations and private sector partners.
- Address and resolve time-sensitive issues that impact Agency services and/or the completion of division and Agency initiatives.
- Supervise staff as required.

ASSOCIATE STAFF ANALYST - 12627
Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

Salary Min: $112,000.00
Salary Max: $118,000.00
