Under the direction of the Executive Director, t he Comptroller is responsible for establishment of policies and procedures for all fiscal accounting and financial reporting systems in the Agency. The Comptroller must establish and maintain an accounting system with internal controls adequate to safeguard assets, check the accuracy and reliability of the accounting data, promote operating efficiency and encourage compliance with prescribed management policies and such additional fiscal, accounting and administrative requirements as required by our Grantee.
+ Promotes the mission and values of Ulster County Community Action Committee.
+ Plans, organizes and administers all necessary management information systems and
participant payroll scheduling.
+ Train and supervise all fiscal department staff.
+ Provide records of expenditures by title, accruals by title, special vouchers, and purchase
requisitions.
+ Reconciliation for all fiscal operations and continuously monitors these operations and provides the Executive Director on a monthly basis with a report of planned versus actual expenditures for each grant and including corrective action recommendations as required.
+ Responsible for the preparation and monitoring of all assigned established budgets on a regular (monthly) scheduled basis to assure adherence to program plans and objectives.
+ Responsible for submitting all audits in a timely manner.
+ Will meet on a monthly basis with the Project Directors and provide fiscal data and assistance to the Executive Director, Program Directors and C.A.P. Board in the preparation of grants.
+ Responsible for monitoring and evaluating all subcontracts fiscal matters for the regular preparation of all mandated or internal fiscal reports as requested by the Executive Director.
+ Responsible for implementing the approved accounting system for the C.A.P.
+ Will accompany the Executive Director at all Finance Committee meetings and provide information as requested.
+ Must provide Executive Director with monthly financial statements and be prepared to attend all Board meetings to answer any questions the Board may have.
+ Will provide annual cash flow budget with monthly updates to the Executive Director.
Requirements:
+ Bachelors degree required in accounting, finance or business administration from an
accredited college or university, and,
+ Four (4) years of accounting experience, 2 of which must have been in a supervisory capacity.
Fingerprint Day Care background check required.
