The Minnesota Board of Cosmetology is dedicated to protecting the health and safety of Minnesota citizens and visitors by regulating the practice of cosmetology. The Board is comprised of seven board members representing each cosmetology license type and the public. Board staff is comprised of five divisions and more than 20 employees. The Board oversees more than 34,000 practitioners, 5,400 salons, and 41 schools across the state.
This position exists to fulfill the licensing and customer service functions of the Board of Cosmetology, particularly through the evaluation and analysis of applications and communications with licensees and the public. The incumbent will serve as back up to the front desk as well as field a high volume of phone calls. As a Licensing Specialist, the incumbent will be responsible to receive, review and process salon and individual license applications, ensuring all applications adhere to Minnesota cosmetology licensing standards. This role requires effective communication of statute and rule requirements to the applicants, licensees, and the public through written, verbal, and in-person communication. Responsibilities include:
+ Process applications, forms, and licensing data changes.
+ Analyze and verify applications and documentation for initial licensure, renewal of licensure, and re-licensure of individuals and establishments, issue licenses as appropriate under state law and rule.
+ Regularly communicate with licensing applicants advising applicants and answering questions regarding licensing standards and requirements.
+ Enter application data into licensing database or where appropriate.
+ Apply payment of fees, fines, penalties, and document as needed in licensing software system.
+ Maintain a comprehensive understanding of cosmetology statutes and rules in order to effectively respond to licensees, public, and staff.
+ Handle complex customer service requests and concerns with courtesy, patience, and diplomacy. Serve as a resource to other board staff regarding complex and/or unusual licensure issues.
+ Prepare deposits or daily cash receipts.
+ Perform other duties as assigned.
Minimum Qualifications

+ Knowledge of communications sufficient to compose correspondence with accurate spelling, grammar and punctuation; and to communicate effectively with internal and external customers.
+ Customer service skills sufficient to provide prompt, courteous and accurate information to customers in person, on the phone, and through e-mail and other written correspondence; effectively communicate and elicit information with tact and diplomacy in difficult situations; and efficiently resolve customer problems.
+ Word processing skills sufficient to develop and modify a variety of correspondence, records, spreadsheets and reports; and develop forms and charts.
+ Data entry skills sufficient to create database records and update entries or create and apply the basics of spreadsheets and supply/retrieve information in databases.
+ Desktop publishing skills sufficient to develop and maintain mailing lists and other documentation accurately and with proficiency.
+ Spreadsheet skills sufficient to develop and modify basic spreadsheets, and sort and extract data.
+ Math skills sufficient to apply payments and maintain complete and accurate deposit records.
Preferred Qualifications
+ Ability to handle confidential data.
+ Experience providing administrative support including processing applications, forms, complaints, etc.
+ Experience in government licensing or compliance.
+ Skills to analyze, interpret and succinctly communicate complex rules, policies, legislation and procedures to a variety of audiences, both verbally and in writing.
+ Knowledge of state statutes and rules governing the practice of cosmetology.
+ Experience with cash-handling and accepting all forms of payments.
+ Experience working with GL Suite or other licensing database systems.
+ Experience working with diverse constituencies.
+ Ability to multi-task and work in a fast-paced environment.
