    The Department of Children, Youth and Families (DCYF) is hiring an Affirmative Action Officer 2 who performs mid-level professional work to support the implementation and monitoring of affirmative action policies and programs within a state agency. Working under general supervision, the incumbent applies established guidelines and regulatory frameworks to promote equal opportunity and ensure agency compliance with federal and state laws, including the Americans with Disabilities Act (ADA), Title VI of the Civil Rights Act, and the Minnesota Human Rights Act. This position provides consultative support to managers and staff, assists with the development of the agency’s Affirmative Action Plan, investigates discrimination complaints, prepares required reports, and monitors hiring trends. The incumbent also provides training and technical assistance to support the agency’s affirmative action goals and may serve as a liaison with community partners or other state agencies to advance equity in recruitment and workplace practices.

    Responsibilities include:

    + Assist with reviewing and coordinating responses to requests for reasonable accommodations in employment (Title I) and in service delivery (Title II) under the Americans with Disabilities Act (ADA), consulting with supervisors and human resources as needed.

    + Provide consultative support to managers and staff on affirmative action principles, policies, and best practices to help ensure compliance with the agency’s Affirmative Action Plan and applicable laws.

    + Support implementation of ADA-related practices by offering guidance on compliance with Title I and Title II of the ADA, Section 504 of the Rehabilitation Act, and related state and federal regulations.

    + Participate in the development and execution of affirmative action and accessibility strategies, including collecting data, preparing reports, and contributing to training initiatives that promote equal opportunity and access.

    Minimum Qualifications

    + Two (2) years of experience in equal opportunity, affirmative action, ADA compliance, disability services, or related human resources or civil rights work

    + Demonstrated knowledge of state and federal EEO laws, including Title I of the ADA, Section 504 of the Rehabilitation Act, Title VII of the Civil Rights Act, and Minnesota Human Rights Act

    + Experience evaluating accommodation requests and implementing workplace accommodations

    + Ability to analyze data, identify barriers, and prepare reports or recommendations

    + Excellent interpersonal, verbal, and written communication skills

    + Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)

    *A bachelor’s degree in human resources, law, public policy, social work, or a related field may substitute for one year of required experience. A master’s degree in a related field may substitute for 18 months of required experience.

    Preferred Qualifications

    + Seven (7) years of progressively responsible experience in equal opportunity, affirmative action, ADA, or workplace equity work

    + Experience developing or implementing Affirmative Action Plans (AAPs) in a public sector setting

    + Familiarity with disability accommodation practices in unionized work environments

    + Experience using LaborSoft, AccessiBe, or other EEO/ADA tracking systems

    + Certification or coursework in ADA Coordination, Diversity & Inclusion, or Human Resources (e.g., Cornell ADA Coordinator, SHRM-CP)

    + Lived experience with disability or demonstrated commitment to disability equity and access

    + Variety of experiences working effectively with others from different backgrounds and cultures
