The MNIT DCYF team supports critical systems and applications that ensure the welfare and development of Minnesota's children, youth, and families. You will be a part of a team that works to provide comprehensive services and support that nurture and protect children, enhance family well-being, and foster youth development across the state.

As a **Senior Applications Analyst/Developer** , you will apply advanced technical expertise to analyze, design, develop, test, implement, and support systems within the DevOps Child Support Division (DCSD), including the key platforms MAXIS and PRISM. In this role, you’ll identify and resolve complex information system challenges, define business and technical requirements, and evaluate alternative solutions. You will also serve as a lead developer and subject matter expert, providing technical leadership on assigned projects and ensuring successful delivery of high-quality application solutions.

Minimum Qualifications

Position requires a minimum of four (4) years of experience as a Mainframe Application Developer in a technology-focused role.

Experience must also include the following:

+ Analyzing, designing, programming, and testing software applications.

+ Hands-on development experience using Natural, Construct, and NaturalONE.

+ Evaluating system-level issues and recommending effective, alternative solutions.

+ Working within a large and diverse System Development Life Cycle (SDLC) environment.

+ Demonstrated ability to communicate clearly and effectively, both verbally and in writing, to ensure shared understanding across teams and stakeholders.

+ Strong customer service skills, including active listening, empathy, and effective problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

+ Experience working with mainframe databases such as ADABAS, Oracle, Sybase, DB2, or IMS.

+ Proficiency with Job Control Language (JCL) and Time Sharing Option (TSO) in a development environment.

+ Strong collaboration skills and the ability to communicate effectively with both technical and non-technical audiences.

+ Experience with system documentation, effort estimation, and requirements analysis.

+ Advanced analytical and problem-solving skills, with the ability to assess issues, recommend and implement effective solutions, and evaluate outcomes.

+ Demonstrated ability to troubleshoot and resolve complex, system-wide issues independently.

+ Excellent attention to detail and strong time management skills, with the ability to prioritize and meet deadlines in a dynamic environment.
