    Overview

    SENIOR COMSEC MANAGER (NAUT):

    Bowhead seeks a Senior COMSEC Manager to support our customer on the Nautical contract in the Arlington, VA area. This position requires extensive expertise in cryptographic systems, key management, and security protocols as the organization transitions legacy applications to cloud-based infrastructures.

    Responsibilities

    + Lead and manage comprehensive COMSEC programs including planning, implementation, and oversight of cryptographic key management systems (CKMS).

    + Develop, implement, and maintain COMSEC policies, procedures, and standard operating procedures in accordance with NSA and DoD directives.

    + Oversee the secure handling, distribution, and destruction of cryptographic materials and keying devices.

    + Conduct detailed risk assessments and security evaluations of COMSEC systems and procedures.

    + Manage and supervise junior COMSEC personnel, providing technical guidance, training, and professional development opportunities.

    + Coordinate with government customers, contractors, and other stakeholders to ensure COMSEC requirements are met throughout the system lifecycle.

    + Lead incident response activities for COMSEC-related security events and compromises.

    + Develop and maintain relationships with NSA, DoD, and other government agencies regarding COMSEC matters.

    + Oversee the integration of COMSEC requirements into cloud migration projects and ensure security controls are properly implemented.

    + Conduct regular audits and inspections of COMSEC facilities, procedures, and personnel.

    + Prepare comprehensive reports, briefings, and documentation for senior leadership and government customers.

    + Manage COMSEC budgets, resources, and procurement activities.

    + Ensure compliance with all applicable security regulations including NISPOM, DCID 6/3, and ICD 705.

    + Develop and deliver COMSEC training programs for personnel at various clearance levels.

    + Participate in security clearance investigations and adjudication processes.

    + Coordinate with facility security officers and information systems security managers.

    + Maintain current knowledge of emerging threats, technologies, and best practices in the COMSEC field.

    + Provide daily control and supervision of employees.

    + Provide planned replacement information at least 15 calendar days prior to replacement.

    + Provide information within 24 hours of an unplanned replacement.

    + Perform other duties as assigned.

    Qualifications

    + Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or related technical field from an ABET accredited or CAE designated institution. Ten (10) years of progressive experience in COMSEC operations and management may be substituted in lieu of degree requirement.

    + Minimum of 10+ years of progressive experience in COMSEC operations and management.

    + Extensive experience with NSA-approved cryptographic systems and key management infrastructure.

    + Deep understanding of DoD security policies, procedures, and regulatory requirements.

    + Proven leadership experience managing technical teams and complex security programs.

    + Strong analytical and problem-solving skills with attention to detail.

    + Excellent written and verbal communication skills.

    + Experience with cloud security architectures and migration strategies.

    + Knowledge of risk management frameworks and security assessment methodologies. .

    CERTIFICATION REQUIREMENTS:

    + Required: IAT Level III certification (one of the following): CISSP, CASP+, CCNP Security, CISA, CISSP (or Associate), GCIH, GCFA, or CSSLP.

    + Required: COMSEC Custodian certification or equivalent NSA-approved training.

    + Desired: CISM, CISA, Security+, GSEC, or relevant cloud security certifications.

    Physical Demands

    + Must be able to lift 25 pounds on occasion.

    + Must be able to stand and walk for prolonged period amounts of time.

    + Must be able to twist, bend, and squat periodically.

     

    SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Top Secret level with SCI eligibility and maintain SAP eligibility. Due to work requirements, this position will not entertain work from home capabilities. US Citizenship is a requirement for this contract.
