    This full-time position is pivotal in leading and supervising a Child Welfare Central Intake team, ensuring the health, safety, and independence of Idahoans. As a Child Welfare Supervisor, you will be responsible for providing leadership and supervision to staff, which is the fourth level in a six-level Child Welfare job series. Your role will emphasize supervision, consultation, and technical support to Child Welfare staff, ensuring that they receive the necessary guidance and resources to successfully gather sufficient information to assist in the correct prioritization of calls received statewide regarding abuse and/or neglect. They monitor, review and approve written work, including court documents. They evaluate employee performance and provide feedback on an on-going basis. Incumbents sample and evaluate cases for adherence to practice standards and compliance with state and federal laws regarding children's welfare. They conduct staff meetings and provide technical oversight regarding program policies, goals and procedures. They assess staff training needs and provide training. They gather a variety of data from the child welfare computer systems and prepare monthly and quarterly reports. Incumbents train child welfare social workers and coordinate schedules for emergency, crisis-intervention and after-hours on-call services. The Idaho Department of Health & Welfare emphasizes staff development and performance management, requiring both individual and group supervision to align with Learning Resource Team initiatives. This role is essential in guiding new employees to understand the values and practice model methods of the program, ensuring they are well-prepared to handle the challenges of child welfare.

     

    IMPORTANT: Incumbents will be required to participate in the Child Welfare Academy in order to learn Idaho child welfare practices and standards and complete Child Welfare Academy assignments. During the probationary period, incumbents carry a reduced child welfare caseload under the guidance of child welfare supervisors or designated experienced child welfare social workers to gain knowledge and expertise necessary to provide professional child welfare services to children and families who are subjects of child abuse or neglect. *Some travel will be required.

     

    This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

    EXAMPLE OF DUTIES:

    This unit was created for the purpose of standardizing intake practice and response by the Department related to child maltreatment.

     

    + Gathering Sufficient information from the reporter allowing the Department to: Identify and locate the child(ren), parents, or primary caretaker; Determine if the report meets the statutory guidelines for child maltreatment; Assess the child's safety and the seriousness of their situation; Understand the relationship of the reporter to the family and the motivation of the reporter to make the referral; and Determine the priority of response.

    + Support and encourage the reporter by: Explaining the purpose and jurisdiction of CPS; Emphasizing the importance of reporting and protecting children. Addressing and acknowledging the fears and concerns of the reporter; and Discussing rules of confidentiality.

    + Contacting the Regional Catchers (during regular business hours) or Contractors (after hours) to make them aware of high priority reports.

    + Report critical incidents to Central Office.

    + Review reports for quality, compliance and guidance to staff.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position.     + This position requires licensure as a Social Worker in Idaho in accordance with Idaho Code 54-3201 et.seq . Licensure information can be found through the Idaho Division of Occupational and Professional Licenses at https://apps.dopl.idaho.gov/DOPLPortal/BoardPage.aspx?Bureau=SWO.

    + Considerable knowledge of supervisory practices. Typically gained by completion of a class or seminar (more than one day) specifically covering supervisory practices OR lead work experience that required work assignment, direction, and monitoring (such experience on a fill-in-basis is non-qualifying unless for a period of approximately three months or more OR successful completion of a college-level personnel related course. (Supervisory experience in a related human services field may substitute for two years of the required experience.)

    + Some knowledge of community organization/development principles and processes . Typically gained by completion of a community organization/development course or workshops equivalent to three semester hours of college credits or 40 classroom hours OR direct services role in case management or psychosocial or rehabilitative therapy or counseling and applying these principles in a community development role.

    + This position requires four years' experience as a Social Worker in assessment or case management of child protection cases. A Master of Social Work Degree may substitute for one year of the required experience. Assessment or case management experience in another public child welfare system or child welfare agency may substitute on a year-for-year basis up to a maximum of two years. Supervisory experience in a related human services field may substitute for two years of the required experience.

    + A valid driver's license.

     

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

     

    + Considerable knowledge of Centralized Intake practices is a plus. Typically gained by 4 years of centralized intake practices.
