Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Reporting to the IES Deputy Technical Director, the IES Technical Lead will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will execute the phases of the Software Development Life Cycle: oversee product development, unit testing, application integration, and integration testing and other support as needed. The incumbent will provide technical expertise and leadership with strong coding skills and the ability to guide and support a team of developers ensuring projects are completed successfully and bridge the gap between management and developers. Duties include but are not limited to the following:• Provide hands-on coding expertise, organizing resources, and ensuring end-to-end delivery of complex application modules and features. • Assist in the implementation of data conversion routines and extraction processes essential for migrating and integrating legacy systems into modern architecture.• Manage development of the application(s) for cloud hosted and/or cloud engineering.• Liaise with project managers, technical architects, system admins, release managers, business partners and vendors for application requirements validation, development, testing, release, and deployment.• Oversee state staff and/or vendors who are developing applications and/or services to ensure the product or service developed is according to specifications. Conduct reviews and resolved issues as needed.• Manage and review project deliverables related to application development.• Plan, prioritize, and execute activities related to application development.• Lead and enforce the quality assurance process around code development, including code reviews, unit testing, and adherence to approved design and standards.• Identify and escalate technical risks and issues appropriately.• Support other product workstreams as needed.• Ensure alignment to SDLC documentation for reporting• Perform a full range of supervisory duties
Minimum Qualifications (6) Six years of hands-on experience in software development/technology implementation projects and development efforts with one year of those at a supervisory level and should include oversight of complex, large-scale systems. The following degrees may substitute for the general experience as indicated: • Associate’s degree and five years of experience• Bachelor’s degree and four years of experience• Master’s degree in computer science or related field substitutes for an additional year of experience• Doctorate in computer science or related field substitutes for an additional 2 years of experiencePreferred Qualifications• High proficiency in application development using Java, JEE, C#, and .NET frameworks and technologies. (.NET and C# preferred)• Experience working with the integration of disparate system interfaces in complex architectures.• Experience in working in projects adopting agile methodology, DevSecOps, continuous integration & continuous deployment (CI/CD) practices.• Experience with government systems and processes, nice to have familiar with NYS or NYC government enterprises.• Experience with supporting or building solutions for Health and Human Services Programs.• Excellent written and verbal communication skills, with the ability to effectively collaborate cross teams both technical and non-technical.• A master’s degree in computer science or a related field may substitute for one additional year of general experience.
