Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 3 (Clinical), G-25 position in the Division of Community Program Management & Managed Care, Adult Community Care Group, Bureau of Rehabilitation Services, Treatment, & Care Coordination. Under the direction of the Mental Health Program Manager 1, the incumbent functions as the Unit Head of the Rehabilitation Services Unit. This unit is the lead in implementing practical services provided in outpatient community programs. The incumbent works collaboratively across the agency and with other stakeholders to ensure rehabilitation services are delivered in a recovery-based, person-centered way, promoting empowerment and ensuring important programmatic aspects are included in all policy, messaging, guidance and technical assistance provided. Specific duties include, but are not limited to, the following:• OMH program lead for OMH Field Offices, Central Office and other State Agencies for the provision of rehabilitation services. • Manage and supervise the Central Office Rehabilitation Services unit staff responsible for providing on-site training, guidance, and technical assistance to rehabilitation programs on an ongoing basis.• Monitor the changing needs of the provider community in terms of technical assistance for rehabilitation programs. Utilize direct reports, field office staff and training resources to appropriately deliver and coordinate effecting training and technical assistance in line with the agency and Bureau mission. • Oversee the timely and appropriate deliverables related to the Coalition for Rehabilitation & Recovery training contract.• Represent OMH Central Office and the Bureau as needed on relevant interagency meetings, conferences, workgroups and committees. • Collaborate with other Bureaus and Divisions within OMH to develop State Plan Amendments (SPAs) and Waiver documents needed for federal Medicaid authority and funding.• Promote the use of evidence based or best practices and use data to monitor program outcomes and make informed programmatic decisions.• Develop policy recommendations for leadership consideration in line with the agency’s vision and goals.• Other duties as assigned.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor’s degree in a health or human services area and four years of professional clinical experience in a mental health program.+Educational Substitutions: A master's degree in clinical mental health counseling, clinical psychology, community mental health counseling, counseling and community psychology, counseling, forensic psychology, mental health counseling, nursing, psychoanalysis, psychology, rehabilitation counseling, or social work can substitute for one year of specialized experience.Transfer Opportunity:Candidates must have permanent status as a Mental Health Program Specialist 3 (Clinical) and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
