Summary Statement
The City of Boise is now hiring a Parking Compliance Officer I to help ensure safe, accessible, and orderly use of public parking within city limits. This role is responsible for enforcing parking regulations, responding to complaints, and supporting efforts to address abandoned or illegally parked vehicles. As a vital part of our community-facing team, you’ll interact with the public daily and contribute to the overall quality of life in Boise. Essential Functions
+ Performs routine or repetitive tasks with specific instructions and set procedures. Handles basic issues and problems and refers more complex issues to higher-level staff.
+ Patrols a designated area of downtown Boise on foot or by bicycle to issue citations for violations of parking rules. Checks electronic meters, time zones and parking spaces designated for handicap placards. Enters information into handheld ticket writers. Takes photos of violations considered hazardous in nature to properly document. Testifies in court regarding contested citations.
+ Meets with the public and acts as a community liaison. Gives directions, talks with merchants, answers questions about parking laws and provides general information. Prepares kit bags and ticket machines for patrol. Performs office duties such as filing, checking e-mail and downloading photos and ticket information.
+ Initiates request to tow scofflaw vehicles. Inspects meters and equipment for damage/vandalism and reports to supervisor as required. Observes, assesses and reports various hazardous conditions, suspicious vehicles and traffic issues. Assists police officers at accident scenes and with other police matters ranging from a lost child to various criminal issues.
+ Operates License Plate Recognition (LPR) vehicle and coordinates follow-up with other parking staff. Analyzes parking violation data to identify trends and recommend improvements to enforcement strategies.
+ Assists in traffic control and parking management during emergencies and special events.
+ Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.
Requirements
Required Knowledge, Experience, And Training
+ High school diploma or equivalent.
+ Knowledge of: city parking rules, codes and regulations; downtown Boise parking grids and meter locations; parking meter maintenance; general customer service techniques; computer usage including related software; and cell phone and digital camera usage.
+ Ability to: learn the geography of the enforcement area; use good judgment in knowing when to act independently or involve a supervisor; maintain composure and professionalism when working with individuals who may be hostile, angry or emotional; perform accurate data entry; interpret and explain policies, procedures and laws; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
+ Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
+ Six months of customer service experience.
+ Knowledge of conflict resolution techniques.
Licensing And Other Requirements
+ Valid state-issued driver’s license.
Special Requirements
Applicants must be able to pass:
+ City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Physical Efforts
+ While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and occasionally lifting/carrying up to 50 pounds. Also, the employee is frequently pushing/pulling up to 10 pounds and rarely pushing/pulling up to 50 pounds. The noise level is frequently very loud and rarely moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity. Additional physical efforts include: bicycling and walking in all weather conditions including snow and rain. a typical day can be a bicycle ride of ten to twenty miles.
Working Environment
+ The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees will also drive a vehicle as part of this position. Walks and bicycles in downtown Boise along with vehicle traffic, pedestrians and cyclists. Must be aware of safety around crosswalks, alleys, and in various weather conditions, including darkness.
+ This position works: Enforces parking regulations in Boise parks during special events.
