Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with technical support centers in South East Asia and East Africa, that provide program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

The Site Security Manager (SSM) will oversee the physical security and accreditation of Sensitive Compartmented Information Facilities (SCIF) and Special Access Program Facilities (SAPF) at Creech AFB. This includes supporting new construction, renovations, and ensuring compliance with ICD/ICS-705 and DoDM security standards.

Key Responsibilities:

+ Serve as the primary physical security lead for SCIF/SAPF facilities and ensure compliance with DIA, SAPCO, and Air Combat Command requirements.

+ Manage accreditation documentation and coordinate with security personnel (SSO/GSSO/PSO) for construction access, escorting, and operational plans.

+ Develop and enforce Construction Security Plans (CSP), Fixed Facility Checklists (FFC), TEMPEST plans, and SOPs.

+ Conduct regular inspections, document compliance, and report violations within 3 business days.

+ Coordinate and oversee STC (acoustic) and RF (IEEE-299) testing for sound attenuation and electromagnetic shielding; analyze test failures and recommend corrective actions.

+ Maintain accurate site access records and documentation required for SCIF/SAPF accreditation.

+ Participate in design reviews, working groups, and provide risk assessments and security input during all project phases.

+ Lead and train SSM support staff, ensuring proper surveillance and access control measures are implemented throughout the project lifecycle.

+ STC Testing: Conduct acoustic performance testing per ASTM standards; provide reports and corrective recommendations for areas below required sound transmission loss levels.

+ RF Testing: Perform electromagnetic shielding tests in accordance with IEEE 299-2006; document attenuation results and assist in remediation of non-compliant areas.

Qualifications to be successful in the role:

+ Must possess Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance

+ 10+ years of relevant experience in SCIF construction, intelligence/counter-intelligence, or physical security.

+ At least three (3) years of direct experience working on ICD-705 construction projects or as a Security Special Security Officer (SSO).

+ Must be familiar with the sixteen (16) standard divisions of construction and must have knowledge of technical listening devices commonly used by foreign intelligence services.

+ Strong understanding of construction divisions and counter-surveillance technologies.

+ Experience with site access control, inspection protocols, and accreditation documentation.

+ Completed formal training:

o 32+ hours SSM Training

o 40+ hours CST Training

o 40+ hours in SCIF/SAPF Planning & Design

o 24+ hours in RF Shielding & TEMPEST
