    About the Family & Social Services Administration:

    The Office of Medicaid Policy and Planning (OMPP) is a division within the Family and Social Services Administration, which receives around 18 percent of the state's budget to ensure vital health care coverage to approximately 1 in 4 Hoosiers.     Role Overview:

    As Assistant Director, you will serve as the Director of Quality Improvement (QI), an integral component in serving Medicaid members. This clinical leader will develop, design, implement, and manage performance measurement and improvement projects across all Indiana Medicaid programs. This role is responsible for quality integration in and oversight of managed care entities (MCEs) serving Indiana Medicaid members and providers. You will assist in the development and approval of performance improvement strategies, as well as developing and analyzing techniques for evaluating the efficacy of interventions. Your role ensures quality of care and services are provided to Indiana Medicaid members, achieving positive health outcomes, and serves as a quality of care and service subject-matter expert in health care delivery. You will oversee managed care entities' (MCE) quality management and improvement functions, HEDIS data and scoring, NCQA Accreditation, Annual Quality Improvement Plans, and member interventions and evaluations. Your role leads and directs all quality management and improvement staff in clinical and non-clinical activities that impact health care quality, equity, and outcomes. This role entails considerable amounts of public speaking, problem-solving, negotiation, collaboration, and requires some in-state travel.

     

    The ideal candidate will have a Bachelor’s degree in nursing, public administration, public policy, public health, or a related program that provides the skills needed to conduct quality interventions, performance improvement activities, and, importantly, the monitoring and evaluation of interventions performed in managed care. A Master’s degree is preferred. This candidate will have a current unrestricted RN license from the State of Indiana. A minimum of three (3) years of experience in public health, health services research, health care quality improvement, or health outcomes research is required. They will have clinical experience in managed care and with National Committee of Quality Assurance (NCQA) Accreditation standards and requirements strongly preferred. A minimum of three (3) years of staff management and evaluation experience is preferred. This candidate will have demonstrable evidence of effective public speaking and be generally familiar with legislative and policy developments at the federal and state levels related to Medicaid.

    Salary Statement:

    The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

     

    A Day in the Life:

    The essential functions of this role are as follows:

    + Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.

    + Assist the Director with developing and coordinating plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.

    + Provide guidance to agencies and the public regarding applicable laws and rules.

    + Supervise subordinate personnel including hiring, determining workload, and authorizing assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.

    + Assist with monitoring agency or program budget including revenues, expenditures, and budget projections.

    + Communicate with news and other media and respond to media questions or requests in an appropriate public relations manner.

    + Coordinate with other government officials on planning issues.

    + Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.

    + Set expectation, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

    This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    + Make logical, well-informed, and objective decisions. Ability to perceive the impact and implications of decisions.

    + Ability to identify problems. Determine accuracy and relevance of information. Implement sound judgment to generate and evaluate alternatives and to make recommendations.

    + Ability to assign work, set clear direction, and manage workflow.

    + Ability to effectively provide feedback, guidance or corrective action to coach and develop employee skillsets.

    + Able to perform essential functions with or without reasonable accommodation.

    Supervisory Responsibilities/Direct Reports:

    This role may provide direct supervision for one or more staff members.
