    The Veterans Affairs Division is responsible for assisting Montana veterans, surviving spouses, and dependents in preparing and filing claims for benefits with the federal Department of Veterans Affairs, the State of Montana, and any agency involved in veterans affairs. The Division operates and maintains the Montana state veterans cemetery program, and manages the burial services and records for these cemeteries. The Veterans Affairs Administrator is responsible for developing, managing and overseeing the implementation of strategic plans, objectives, and priorities for statewide veterans services provision, cemeteries, and program operations. The position is also responsible for identifying and developing legislative initiatives, public outreach initiatives, quality assurance measures, cooperative agreements, and veterans services policy development and implementation, as accomplished through personal and cooperative efforts with government, private sector and organizational policy/operational management leadership. The position serves as the State’s authority in veterans affairs and services issues, and exercises discretion and authority in representing the Veterans Affairs Division (Division) and the Montana Department of Military Affairs (Department) positions and commitments to various authorities and partners. *Duties:* * Develops and directs the execution of strategic plans and objectives for statewide Veterans Affairs Division programs, services and operations. * Advises the Montana Board of Veterans Affairs on program development, service delivery, cemetery management, and operational matters; as well as, the impacts of various actions and alternatives. * Provides expert opinions and responds on behalf of the department to proposed state and federal regulations and legislation.Represents the Department or assigns staff representation at Department work groups to provide coordination with State agencies, Legislative staff, service organizations, and other program cooperators and customers. * Develops and administers budgets for Veterans Services, Cemetery, and Administration programs and activities. This involves analysis and evaluation of historical information, needs assessments, work plans, demographics analysis, and the continued development and progression of the agency’s commitment to a prescribed level of services. * Determines the need for and oversees the administration of contracted services to ensure efficient and quality service delivery in conformance with Department and Division policies and objectives. * Manages professional and technical staff within the Veterans Services, Cemetery, and Administration units by overseeing the Division’s Performance Management and Appraisal Program. Conducts staff meetings, disseminates data, guidance, and directives through meetings and consultations, and promotes information exchange for support and advancement of Division goals. *Minimum Requirements:* * Bachelor’s Degree in Public Administration or Business Administration * 8 years progressively responsible job related experience, of which at least 5 years include supervisory and management experience * Other combinations of education and experience may be considered *Preferred:* * Military experience or working with current and former military members *Knowledge, Skills, and Abilities:* * Advanced professional knowledge of the concepts, theories, and development applications of program development and conduct, and public administration. * Knowledge in strategic planning, and negotiation; research methods and techniques, accompanied by a clear understanding of organizational goals, objectives, policies and procedures. * Ability to effectively manage a complex organization and directly, effectively supervise subordinate program-level leadership staff. * Public speaking skills and the ability to effectively communicate complex, technical information to diverse audiences * Ability to organize, prioritize and effectively accomplish challenging and multi-faceted work effort ensuring successful management and attainment of goals and objectives of the agency’s veterans services program, state veterans cemetery program, and administrative support office. **Title:** *Division Administrator* **Location:** *Helena* **Requisition ID:** *25141696*
