The primary purpose of this position is: To serve as the Chief, Operations Plans (62 AW /XPO). Position is responsible to provide necessary support in planning, executing, program management, and performing staff analysis work related to the development of war, peacetime, and contingency plans and programs for the 62d Airlift Wing. Responsibilities Manages, directs, and monitors Operations Plans Section within Plans and Programs. Assists in planning, organizing, and directing the Antiterrorism (AT) activities of McChord AFB, ensuring AMC AT policies and procedures are complied with and develop a program that meets customer needs. Serves as antiterrorism consultant and focal point to the 62 AW Commander, Vice Commander, headquarters staff, subordinate units, tenants and commanders on antiterrorism. Assists in planning, conducting, directing the conduct of, or coordinating on security site studies, projects, assessments, surveys, and assistance visits of, and concerning, installation, unit, or deployed force protection and antiterrorism activities. Performs as wing program manager for Counterproliferation, Foreign Disclosure, Operations Security (OPSEC), Self-Inspection, Presidential Support, and Gatekeeper. Crisis Action Team (CAT) Responsibilities: Functions as senior CAT Executive Officer when the CAT convenes. Performs as Treaty Compliance Officer for the 62 AW on START, Open Skies, CWC, and other programs in support of agreements the United States of America bas with other countries for inspecting and monitoring arms reductions pertaining to chemical and biological weapons, weapons of mass destruction, and other similar programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes; comprehensive knowledge of airlift operations and Agency organization. A background of diversified joint service experience, including Agency, Army, and Navy organizational structure, is desirable. Must possess detailed, comprehensive and broad knowledge of the missions, organizations, functions, and processes of all base organizations to integrate requirements and capabilities into unified base plans. Incumbent must exercise a high degree of analytical skills and evaluate techniques as applied wing level planning for wartime, peacetime, and contingency operations. Must have the ability to analyze and evaluate documentation, processes, situations and the ability to analyze the effectiveness of complex planning data. Planning ranges from short-term contingencies to full wartime mobilization. Must be able to research issues and resolve planning problems associated with a variety of critical operational plans and circumstances. Must be able to develop detailed plans from broad guidelines, deciding on source data, making skilled judgements and assumptions, and coordinating with key operating personnel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force planning, procedures, and policies to ensure complete and accurate plan Knowledge of DoD and Air Force mission, functions, and structure to the unit level to ensure effective implementation oversight of programs plans and processes. Knowledge of Air Force organization principles and functional responsibilities of all base units to be able to define proper responsibility for planning actions. Comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs. Skill in oral and written communication methods and techniques at various levels and venues. Ability to effectively manage and organize various program activities and tasks, singularly and together, and familiarity with administrative requirements of the wing and MAJCOM. Knowledge of airlift operations, principles, and characteristics. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
